In 2021, Zhu Liuxuan assumed the role of Mayor of Xindi Town in Longxu District, and in December 2025, she was transferred to become the Party Committee Secretary of Guangping Town in Longxu District. From Xindi Town to Guangping Town, she has consistently relied on a "tenacious drive" to overcome difficulties, a "warm drive" to enhance quality, and a "persistent drive" to build dreams, rooting herself at the frontline to serve the public and vividly interpreting the responsibility and commitment of a grassroots civil servant in the new era.
With a "tenacious drive" to overcome difficulties, she has unlocked the "code to prosperity" for the masses. During her tenure in Xindi Town, Zhu Liuxuan led efforts to resolve 12 longstanding historical issues. Addressing a land transfer problem in Dongxin Village that had persisted for over a decade, she formed a "special task force," conducted household visits to explain policies and calculate benefits in detail, achieving a 98% land transfer agreement signing rate within just one month. Today, the rice-fishery industrial base in Dongxin Village has enabled 75 farming households to achieve "triple income growth." Zhu Liuxuan innovatively adopted a "Party Branch + Cooperative + Enterprise + Farmer" model, facilitating the establishment of a 5,300-mu Liubao tea and oil tea base in Xindi Town, along with an annual output of 10 million broiler chickens farming park. She coordinated 75.2 million yuan to advance 23 agriculture-related projects, helping 12,000 residents and over 500 formerly impoverished households secure employment "close to home," while the collective economy of 21 villages saw an average annual growth of 31%.
With a "warm drive" to enhance quality, she has woven a tighter "grassroots governance network." Facing shortcomings in grassroots governance, Zhu Liuxuan implemented a "Party Building + Grid + Points System" model, dividing Xindi Town into 92 grids to solidify governance responsibilities. She refined 21 point-based rules, employing meticulous management to strengthen accountability and guide villagers towards mutual assistance and co-construction.
With a "persistent drive" to build dreams, she has painted a "picture of rural revitalization." To transform Fuhui Village in Xindi Town, Zhu Liuxuan spent over 400 days visiting households, tirelessly promoting the plans and persuading 32 families to relinquish their residential land. She explored a "two groups, three systems, four micro-levels" governance structure, activating the potential for rural tourism. Her efforts helped Fuhui Village gain national recognition twice on CCTV, earning it the title of "National Civilized Village," and spurred neighboring Longwo Village and Dumei Village to be designated as Regional Civilized Villages. After transferring to Guangping Town, Zhu Liuxuan actively coordinated with various stakeholders, leading a comprehensive town-wide effort to improve living environments and traffic order. This included clearing 32 instances of unauthorized structures, standardizing 106 business stalls, constructing new public toilets with supporting facilities, and organizing distinctive cultural and sports activities, resulting in a refreshed appearance for both the town and villages.
