On October 27, the Provincial Government Information Office held a press conference as part of the "Myriad Visions of Sichuan: Striving Forward at the Start of the 15th Five-Year Plan" series, interpreting the "Sichuan Province Plan for Accelerating Agricultural and Rural Modernization During the 15th Five-Year Plan." Liu Jurong, Deputy Director of the Provincial Department of Science and Technology, stated that during the 15th Five-Year Plan period, major agricultural science and technology research tasks will be coordinated and laid out, accelerating the translation and application of new varieties and technologies to contribute scientific and technological strength to the revitalization of Sichuan's seed industry.
First, the crop and livestock breeding research program will continue to be implemented. Liu Jurong stated that support will focus on 23 projects in areas such as crops and livestock, and for the first time, enterprises will be explored as the lead entities for research projects in five market-oriented categories: live pigs, chickens, fish, Chinese medicinal materials, and tea. During the 15th Five-Year Plan period, 300 million yuan in fiscal funds will be invested to ensure the orderly progress of project implementation.
Second, a major science and technology special project on biological breeding and disease prevention and control will be innovatively implemented, with 200 million yuan in fiscal funds invested. In key areas such as rice, wheat, corn, rapeseed, pigs, and chickens, efforts will focus on frontier technologies including gene editing, AI breeding, and intelligent phenotyping, developing efficient and precise transgenic and gene editing technologies, large AI breeding models, accelerated reproduction, and other foundational biological breeding technologies, strengthening the province's capacity for continuous innovation in the seed industry.
Third, practical actions will be taken to bring scientific and technological achievements into parks and counties. Centered on the "1+1+8" advantageous and characteristic industries, industry-academia-research-application matchmaking activities will be carried out on a regular basis across different fields and regions. A key special project for the translation of agricultural scientific and technological achievements will be implemented in parallel, with support funds increased from 20 million yuan per year to 40 million yuan, focusing on supporting the translation and industrialization of innovative achievements in provincial agricultural high-tech zones, agricultural science and technology parks, and modern agricultural parks.
