Across the land of the Copper Capital, the private economy is advancing like a thousand sails racing and surging with vitality. From factory workshops to industrial chains, from rural fields to investment promotion frontlines, the vast number of private enterprises have taken root in Tongling and devoted themselves to industry, becoming an indispensable force in local economic development. The city currently has 31,900 private enterprises and 84,700 self-employed households, contributing 55% of the city's GDP, 60% of tax revenue, 80% of urban employment, and 90% of the number of enterprises and technological innovation achievements. On the occasion of the convening of the 12th Congress of the Municipal Federation of Industry and Commerce (General Chamber of Commerce), looking back on the five-year journey, the path of the Federation's service to the private economy has become increasingly clear: it is not limited to solving a single problem for a single enterprise, but rather solidifying government-enterprise communication, legal protection, financing matchmaking, and industrial coordination into long-term mechanisms, so that enterprises can find the right people, get things done, and go far.
Connecting Government and Enterprises, Opening Up Two-Way Dialogue Channels
Government-enterprise communication focuses on keeping channels open and streamlining levels. Since its first session in 2023, the "Tongshang Meeting Hall" has held 45 sessions, with 741 entrepreneur visits for frank discussions and heartfelt exchanges, and all 273 appeals have completed the closed-loop process of registration, assignment, and follow-up, with a 100% completion rate. A number of historical遗留 issues such as land unsealing and compensation payment have been gradually resolved through candid dialogue and consultation. This work was awarded the Provincial United Front Work Practice Innovation Achievement Award and was selected as a typical case of enterprise service by the All-China Federation of Industry and Commerce. Compared with honorary recognition, the normalized operation of the mechanism has more far-reaching value. Once a stable communication channel is established, entrepreneurs have a way to reflect their appeals, someone to receive them, and feedback on handling. With roundtable discussions as the starting point, the service and liaison radius continues to extend outward. Over the past five years, the Municipal Federation of Industry and Commerce has closely followed the city's six major industrial chains to carry out business-invitation investment promotion and industrial chain investment promotion, holding more than 50 "Out-of-Town Chamber of Commerce Tongling Tour" activities, and the city's Federation of Industry and Commerce system has cumulatively promoted more than 70 signed and started projects, with total investment exceeding 20 billion yuan.
Legal Protection, Building a Strong Barrier for Private Enterprise Rights Protection
Whether enterprise appeals can be efficiently circulated and implemented depends on clear and smooth handling paths. The Municipal Federation of Industry and Commerce, in conjunction with the Justice Bureau, courts, public security, market regulation, and other units, established a coordination service mechanism for private enterprises, regularly carrying out more than 50 activities such as "legal health checkups" and "enterprise compliance construction tours"; it continues to strengthen chamber of commerce mediation work and earnestly resolves commercial disputes, having accepted and mediated more than 4,000 cases cumulatively. A valve company in Tongling and a machinery company in Hubei had a payment dispute of more than 70,000 yuan that had been owed from 2010 to 2024. After the dispute was transferred to the mediation station of the Municipal Chamber of Commerce People's Mediation Committee stationed at the court, the mediator adopted a method of "back-to-back communication and face-to-face consultation," prompting the valve company to pay the arrears in full. This cross-provincial dispute spanning 14 years was successfully resolved before litigation and was selected as one of the top 100 typical cases of chamber of commerce mediation by the All-China Federation of Industry and Commerce in 2025. The head of the enterprise said, "Flexible mediation eliminates the lengthy consumption of litigation and allows enterprises to move forward lightly and focus on operations." The unique value of chamber of commerce mediation lies precisely in the warm space preserved "outside of judgments": it genuinely reduces the cost of rights protection for enterprises and also preserves room for market entities to cooperate again in the future. In terms of financing services, six exclusive credit products were launched, more than 20 bank-enterprise matchmaking meetings were held, helping more than 300 private enterprises reach financing loan agreements, with financing amounts exceeding 2 billion yuan. In terms of business environment construction, it took the lead in undertaking work related to market entity satisfaction, promoting the implementation of the "Close and Clean Engagement · 'Tong' Heart Assists Enterprises" special action, and in 2024 the city's business environment market entity satisfaction score ranked second in the province.
Linking Agriculture and Promoting Industry, Broadening the Path of Common Prosperity and Development
Serving enterprises requires not only timely relief and resolution of immediate concerns, but also a long-term perspective to help enterprises build momentum and strength. Over the past five years, the "Ten Thousand Enterprises Revitalizing Ten Thousand Villages" action has taken root across the land of the Copper Capital, building a common prosperity industrial chain in which enterprises empower rural areas and rural areas feed back into industry. Yongquan Town joined with the surrounding four villages of Jinqiao, Qingquan, Shuilong, and Jinshan to establish the province's first village-enterprise joint party committee, implementing joint village-enterprise deliberation, carrying out monthly scheduling and quarterly regular meetings, and properly handling matters such as land use, planning, employment, and disputes within the consultation platform. Yongquan Town has cumulatively invested 1.5 billion yuan in ecological restoration and industrial restructuring, radiating to four administrative villages, directly driving employment for 1,830 people, with per capita annual income of employees exceeding 100,000 yuan; green order agriculture radiated to 2,072 farmer households, with average annual household income increasing by more than 40,000 yuan. In 2025, the Yongquan Town project was selected as a case of the national "Ten Thousand Enterprises Revitalizing Ten Thousand Villages" action. This co-construction model is not a simple one-way assistance of "enterprises donating funds and villages receiving money," but rather promotes deep embedding of enterprises and villages in the same industrial chain. Village collectives gain stable and sustainable operating income, enterprises have a solid and reliable raw material base and source of labor, and farmers can achieve stable employment and income growth without leaving their hometowns. The organizational foundation has been simultaneously consolidated, with the implementation of the "member doubling plan," adding more than 4,000 new members; over five years, three new directly affiliated chambers of commerce and 36 township (street) chambers of commerce were added; three chambers of commerce were rated as national and provincial "Four Good" chambers of commerce.
Consolidating the Foundation and Expanding Innovation, Improving the Long-Term Service System
Looking back on these five years, there is a clear main thread in the transformation of the Municipal Federation of Industry and Commerce's work: from solving individual case problems for a single enterprise to turning mature solutions into reusable mechanisms; from acting as a bridge between enterprises and departments to promoting the institutionalization and predictability of multi-party linkages among government and enterprises, the rule of law, finance, and industry. The Municipal Federation of Industry and Commerce has received an "excellent" rating in the annual work assessment and evaluation of the Provincial Federation of Industry and Commerce. Standing at a new starting point, the Municipal Federation of Industry and Commerce will firmly grasp the "one main line," closely follow the "two healths," activate the "three types of groups," strengthen the "four major carriers," implement the "five major actions," adhere to the closed-loop handling mechanism of the "Tongshang Meeting Hall," deepen and solidify service brands such as chamber of commerce mediation, bank-enterprise matchmaking, and industrial chain investment promotion, promote the "Ten Thousand Enterprises Revitalizing Ten Thousand Villages" co-construction mechanism, and ensure that enterprise appeals are received, handled quickly, and answered, so that more private enterprises in Tongling dare to invest, dare to venture, and dare to act.
