China New City signs strategic pact with ZTE-D France to build 40,000 sqm AI data centre in Poitiers

Bulletin Express06-08

China New City Group Limited (China New City) has entered into a non-binding strategic cooperation agreement with ZTE-D France/CHINA ZTE DEVELOPMENT France SAS (ZTE-D France) to develop and construct a high-standard artificial intelligence data centre (AIDC) in Poitiers, France.

The planned AIDC will occupy approximately 40,000 sqm on a 90,000 sqm buildable land parcel within ZTE-D France’s technology park at the Technopole du Futuroscope. Initial power capacity is set at 15–20 MW, with scope for expansion subject to approvals from local authorities and the power grid operator.

Under the agreement, both parties will: • Jointly pursue European and global AI clients, with initial focus on nearby institutions such as Université de Poitiers and ISAE-ENSMA. • Allow ZTE-D France to retain an investment option in the project’s construction and operations.

Strategic rationale includes: 1) Accelerating China New City’s transition from traditional commercial property operations to a dual model combining real-estate assets with technology infrastructure. 2) Establishing a foothold in Europe to replicate high-standard AI data centre investments and operations internationally, forming a broader technology infrastructure platform. 3) Broadening asset mix and potential revenue streams, which may support longer-term growth and valuation prospects.

The agreement, signed on 6 June 2026, is an expression of intent; definitive terms—covering investment size, project company structure, construction timetable and commercial arrangements—remain subject to further negotiation. Implementation is therefore uncertain, and stakeholders are advised to monitor subsequent disclosures.
