Yang Bingbing, a 55-year-old executive, has stepped down from his role as vice president of CEB BANK. On August 11, the bank announced that Yang, who served as an executive director and vice president, had submitted his resignation to the board due to a work adjustment. Following his departure, he will no longer hold the positions of executive director, or roles on the board's committees for social responsibility, inclusive finance and consumer protection, and vice president. The bank expressed gratitude, noting that Yang had been diligent and dedicated during his tenure, playing a key role in advancing fintech development, strengthening the comprehensive risk management system, enhancing internal control compliance, and improving operational management efficiency.
As of publication, the bank's official website had not yet been updated to reflect the change. Aside from Yang, the current senior management of CEB BANK includes Chairman Wu Lijun, President Hao Cheng, Vice President Qi Ye, Discipline Inspection Secretary Song Bingfang, Vice President and CFO Liu Yan, Vice President and Chief Compliance Officer Yang Wenhua, Vice President Wang Yongqi, Chief Risk Officer Ma Bo, and Board Secretary and Joint Company Secretary Zhang Xuyang. Notably, all four current vice presidents have been internally promoted after long-term development within the bank. For state-controlled groups like Everbright and CITIC, vice president changes at their banks often involve transfers to subsidiaries, such as when several former vice presidents of CEB BANK moved to lead subsidiaries like Qu Liang, Zhao Ling, and Yao Zhongyou.

In his early career, Yang worked at the Bank of China's headquarters in risk management, serving as a section chief for unified credit management, and also held a role as deputy head of the credit management division at the Bank of China (Hong Kong), gaining extensive experience in risk management. In 2005, Yang joined CEB BANK, where he has served for over 20 years. After joining the bank, he held positions including assistant general manager and deputy general manager of the risk management department, deputy general manager (acting as head) and general manager of the information technology department, general manager of the electronic banking department, general manager of the digital finance department, and chief business officer and risk officer. In July 2020, Yang was internally promoted to vice president, and in June 2024, he was appointed as an executive director. Why the Current Four Vice Presidents Are All Internal Promotions
Following Yang's departure, the bank's leadership will be restructured to a "two chiefs and four vice presidents" model. The current four vice presidents of CEB BANK are all internally promoted: Vice President Qi Ye joined the bank in 1992, rising from a role as general manager of the retail banking department to chief business officer, and later vice president; Vice President Liu Yan joined in 1999, previously serving as general manager of the asset and liability management department before being promoted to vice president and CFO. Vice Presidents Yang Wenhua and Wang Yongqi were both newly appointed earlier this year. Yang Wenhua joined the bank in 2006 and was appointed vice president in February from his role as general manager of the legal and compliance department. Wang Yongqi, who previously worked at China Construction Bank, has also gained substantial frontline experience at CEB BANK, serving as assistant president and vice president of the Wuxi branch, and as deputy general manager, senior business director, and general manager of the retail business department, as well as general manager of the retail and wealth management department, appointed as vice president at the same time as Yang Wenhua.

In fact, many former vice presidents of CEB BANK have moved to key positions at subsidiaries of the Everbright Group after leaving the bank. Since 2015, five out of seven vice president-level executives have taken on chairman roles at subsidiaries, such as former vice presidents Sun Qiang, Yao Zhongyou, Zhao Ling, and Qu Liang, who respectively became chairmen of Everbright Life Insurance, Everbright Financial Leasing, Everbright Securities, and Everbright Financial Leasing, while former vice president-level executive Wang Gang was transferred to become chairman of Everbright Xinglong Trust. For example, in May 2020, former vice president Sun Qiang resigned to become chairman of Everbright Life Insurance; in June 2021, Yao Zhongyou resigned to become chairman of Everbright Financial Leasing; in May 2022, Zhao Ling resigned to become chairman of Everbright Securities; and in 2024, two vice presidents left: Wang Gang became chairman of Everbright Xinglong Trust in March, and Qu Liang resigned in July to become chairman of Everbright Financial Leasing. As for Wu Jian and Lu Hong, Wu resigned in 2019 and has not been reported to take a new role, but has appeared as a senior researcher at the Chongyang Institute for Financial Studies of Renmin University, while Lu resigned as vice president in March 2021 and became a supervisor of the bank, retiring in November 2023.
