Rural Commercial Bank in Hanyin, Shaanxi, Fined 646,000 Yuan for Regulatory Breaches in Treasury, Statistics, Settlement, Credit, and Anti-Money Laundering

The People's Bank of China Ankang Branch has imposed a penalty on a rural commercial bank for multiple regulatory violations. According to an administrative penalty decision disclosure form, Shaanxi Hanyin Rural Commercial Bank Co., Ltd. has been given a warning and fined 646,000 yuan. The penalty is for breaches of regulations concerning treasury management, financial statistics, payment and settlement, credit reporting, and anti-money laundering.

Additionally, an individual executive was held accountable. Zhang, who served as the deputy president of the bank at the relevant time, was found responsible for the bank's violation of credit reporting management regulations. As a result, a personal fine of 15,000 yuan was levied against him.

The administrative penalty decisions, numbered An Yin Fa Jue Zi [2026] Nos. 2 and 3, were issued by the People's Bank of China Ankang Branch on June 3, 2026. The disclosure period for these penalties is set for three years from the date of publication.
