Recently, the Ministry of Education announced the results of the filing and approval of undergraduate programs for ordinary higher education institutions in 2025. Universities within the province have added 166 new undergraduate program points, which will begin enrollment in September this year.
According to relevant officials from the Provincial Department of Education, among the newly added undergraduate program points, 136 are in science, engineering, agriculture, and medicine disciplines. Based on the overall construction of a strong education system for the nation and the province, and closely aligned with Liaoning's "2211" industrial system development plan, the province continues to enhance the adaptability, contribution, and support of higher education for regional economic and social development.
In this round of program adjustments, the construction of university programs demonstrates a proactive shift towards meeting industrial development needs. For instance, Dalian University of Technology has introduced the Intelligent Marine Equipment program, and Shenyang Institute of Engineering has added the Nuclear Power Technology and Control Engineering program. These initiatives precisely address the development demands of key industries such as marine engineering and nuclear power equipment, aiming to cultivate high-end technical and skilled talents and strengthen talent reserves for critical segments of the industrial chain. Overall, universities across the province have established program points targeting world-class industrial clusters, national-level industrial clusters, and regional industrial clusters, with a focus on real economy sectors such as high-end equipment, artificial intelligence, integrated circuits, and intelligent manufacturing.
Another notable trend is the forward-looking layout of future-oriented programs. For example, Shenyang Aerospace University has introduced a Low-Altitude Technology and Engineering program, focusing on the development of the low-altitude economy and preparing industry talent. Dalian Medical University has established an Intelligent Medical Engineering program to deepen the integration of medicine and engineering and drive intelligent upgrades in the healthcare industry. Across the province, universities have added 38 program points related to future industries, such as quantum technology and embodied intelligence, and implemented a series of interdisciplinary programs. These dynamic updates to programs aim to promote technological iteration in traditional industries and precisely match the talent needs of emerging industries, specialized industries, and traditional transformation industries.
Additionally, in 2025, the province approved 25 state-controlled and specially designated programs, enhancing the quality and efficiency of talent supply in key fields. Among these, Shenyang University of Chemical Technology has introduced a Cybersecurity program, and Liaoning Police College has added a Cryptography Science and Technology program, addressing shortages in scientific and technological innovation. In the area of public services, Shenyang Medical College has introduced a Geriatric Medicine and Health program, and Dalian Medical University has added a Health and Medical Security program. In the construction of modern service programs, Dalian University of Foreign Languages has introduced a Digital Cultural Tourism program, and Liaoning University of International Business and Economics has added a Digital Finance program.
