The Beijing Municipal People's Government has recently issued the "Beijing 15th Five-Year Plan for a New Energy System."
The plan calls for concentrated efforts to build technology innovation platforms, laying out the development of national industrial innovation centers for energy, energy storage, and hydrogen, creating public service platforms for pilot-scale testing and inspection and certification, and driving the commercialization of energy technology achievements.
Enterprises are encouraged to actively pursue the manufacturing of first-of-a-kind energy equipment, first-batch new materials, and first-version high-end software products through development, application, and filing, raising the level of domestic production for high-end equipment.
The plan promotes deep integration of digitalization and green development, expanding the use of artificial intelligence in scenarios such as power dispatch and integrated energy management, and fostering efficient coordination between computing power and electricity.
It also calls for improving the full-chain mechanism for talent attraction, cultivation, utilization, and retention, and optimizing talent development in key tracks such as energy storage and hydrogen.
Institutional safeguards for energy innovation will be strengthened, with improved policies on intellectual property protection. The plan emphasizes making good use of green energy and low-carbon industry investment funds, building and operating the National Green Technology Exchange Center to high standards, and accelerating the market-oriented and industrialized development of innovation achievements.
