The formidable fundamental research capabilities of institutions like Harbin Institute of Technology and other research academies should be actively leveraged. The sustained development of commercial aerospace should be empowered by emerging technologies such as "Internet Plus", the Internet of Things, artificial intelligence, and big data, striving to cultivate new industries with inherent potential and distinctive characteristics.
Efforts should be made to closely integrate aerospace technology R&D with industrial application. Utilizing existing innovation platforms and carriers, the layout should include concept verification centers and pilot-scale platforms focusing on critical stages and supporting processes such as concept validation, small-batch trials, and mass production.
