The Ministry of Commerce published the "List of Chinese Imported Products" and the "List of American Imported Products" under the reciprocal tariff reduction framework of "$30 billion versus $30 billion" on September 28. It is reported that China and the United States reached a consensus on a reciprocal tariff reduction framework worth $30 billion under the Trade Council framework.
Both sides agreed to provide tariff reduction treatment on a reciprocal basis for imported products worth approximately $30 billion each (based on 2024 bilateral trade volume), in accordance with their respective domestic laws and procedures. Among these, more than 90% of the products will be exempted from all mutually imposed additional tariffs and will enjoy most-favored-nation tariff treatment.
The two sides determined the lists of products eligible for reciprocal tariff reductions based on their respective market needs and industrial interests. The U.S. side will reduce tariffs on approximately $30 billion of Chinese imported goods including toys, home appliances, baby products, kitchen and bathroom supplies, and holiday gifts. The Chinese side will reduce tariffs on approximately $30 billion of American imported goods including agricultural products, personal care products, medical devices, and coal.
Both sides agreed to jointly publish their respective lists of tariff-reduced products. Subsequently, both sides will implement the tariff reductions simultaneously after completing their respective domestic legal procedures. This arrangement helps stabilize China-U.S. trade, creates favorable conditions for China's related product exports to the United States, and also helps meet domestic market demand and strengthen bilateral trade cooperation in areas such as agricultural products, energy, manufactured goods, and consumer goods.
