For many years, developed countries held a dominant position in attracting skilled professionals from developing nations. However, as China's comprehensive national strength has surged and its research environment has continuously improved, global talent flows have begun to shift. A significant "reverse brain drain" is now underway. Concurrently, restrictive immigration policies in some Western nations, driven by political self-interest, have inadvertently accelerated this eastward movement of talent. Over the past five years, not only has the number of overseas students returning to China for employment increased annually, but numerous leading figures have also chosen to relocate to China for work and academic positions.
Crucially, China has methodically established an ecosystem designed to retain talent. The core of AI competition lies in the triad of computing power, data, and algorithms. Facing constraints in chip access, China's AI sector has transitioned from a "brute force" approach to a more refined strategy. It is pioneering an innovative path defined by "software-defined computing power, algorithm-driven efficiency, and AI-enabled application scenarios." A robust engineering system, vast quantities of high-quality data, ample computational resources, and diverse real-world applications provide a vast stage for global talent. Furthermore, government policies offer stable support to mitigate the cost anxieties and risks associated with innovation, while various talent programs create specialized, full-lifecycle platforms for early-stage AI pioneers.
China's advantage in the AI talent race stems not only from recruitment and retention but also from a formidable capacity for domestic talent cultivation. The country places immense importance on education, boasting the world's largest education system, with enrollment rates at all levels meeting or exceeding the average for upper-middle-income nations. Data indicates China's total talent pool has reached 220 million people, including over 72 million highly-skilled workers and nearly 20 million scientists and engineers. The country produces more than 5 million STEM graduates annually, a figure that leads the globe. This forms a world-leading foundation for AI talent. The emergence of teams like DeepSeek, whose core members are all domestically trained and average just over 20 years old, serves as strong evidence that China's higher education and research environments now possess the depth required to cultivate, attract, and empower world-class AI talent.
Nevertheless, the competition for talent is a marathon, not a sprint. Recently, the State Council issued guidelines for the intensive implementation of an "AI Plus" initiative, explicitly aiming for artificial intelligence to be fully integrated into high-quality development by 2030. Additionally, eight government departments jointly proposed "extraordinary" measures to establish new models for training leading AI experts.
It is also important to acknowledge that China's AI sector still faces a gap in achieving truly original, "from zero to one" breakthroughs.
