Beijing State-Owned Enterprises Cultivate Two 100-Billion-Yuan Industries: Smart Connected Vehicles and New-Generation IT

On January 15, it was learned from the Municipal State-owned Assets Supervision and Administration Commission that since the start of the "14th Five-Year Plan" period, R&D investment by municipal state-owned enterprises has continued to grow, accumulating to over 250 billion yuan. Among them, the R&D intensity of industrial enterprises reached 4.95%, ranking among the highest nationwide. Beijing Precision Machinery Co., Ltd. (京城机电), in collaboration with companies like Xiaomi, took the lead in establishing the country's first provincial-level humanoid robot innovation center; the Shounong Food Group built the nation's first novel protein food technology innovation base, filling the gap in the domestic demonstration of industrial-scale cell-cultured meat production; the Zhongguancun Development Group's North Brain Fund invested in and supported the development of "North Brain II," addressing a void in domestic brain-computer interface technology; Beijing Electronics Holding ranks first globally in market share for liquid crystal displays... Behind these numerous "firsts," "gap-fillers," and "number ones" lies a package of innovation support policies successively introduced by the Municipal SASAC, including assessment bonus points, profit add-backs, increased investment, enhanced incentives, intensified reforms, fault tolerance, and support for the total wage bill for high-end talent, which have driven new achievements in technological innovation.

To further boost innovation, Beijing's state-owned enterprises also took the lead nationally in piloting a R&D reserve fund system, expanding the standard for treating R&D investment as profit in assessments to "full amount deemed as profit." Backed by high R&D investment, the supply of high-quality technology is continuously increasing. A set of data is particularly impressive: municipal enterprises, including the Waterworks Group and the Shougang Group, have won 94 scientific and technological achievements awards at the national and Beijing levels, and have cumulatively formulated 129 international standards, accounting for half of those set by local state-owned enterprises; the scale of high-level innovation platforms and carriers continues to expand, with the number of national-level innovation platforms built by state-owned enterprises reaching 105; state-owned enterprises have cumulatively nurtured 653 national high-tech enterprises and 302 specialized, refined, distinctive, and innovative SMEs.

"The industrial structure of state-owned enterprises is also accelerating its shift towards high-end, precision, and advanced sectors," a relevant official from the Municipal SASAC stated. Revenue from high-end, precision, and advanced industries, as well as future industries, accounts for over one-third of the total revenue of municipal enterprises. Two 100-billion-yuan scale industries have been formed: smart connected vehicles and new-generation information technology, alongside a cluster of 10-billion-yuan scale industries including integrated circuits, green energy and energy conservation/environmental protection, new materials, pharmaceutical health, and technology services.
