Ningbo Unveils Artificial Intelligence Education Initiative for Primary and Secondary Schools, Aiming for 100% Universal AI Literacy

Ningbo's Education Bureau recently released the "Ningbo Primary and Secondary School Artificial Intelligence Education Action Plan (2026-2028)". Aligned with the national "AI + Education" strategy, this plan establishes a six-in-one promotion system covering "general education courses, educational scenarios, teaching reform, teacher training, digital management, and evaluation innovation".

The initiative is anchored in industry-education integration and follows a path of systemic change, aiming to explore a new paradigm for AI education that meets national strategic goals while deeply aligning with local industrial strengths.

According to the plan, Ningbo will achieve 100% universal coverage of AI general education across all school levels. It will build a progressive system of "foundational awareness, competency enhancement, specialized development, and innovation excellence". The plan explores a "dual-teacher classroom" model and pilots an "intelligent teaching assistant" system.

It promotes human-machine collaborative teaching, encouraging students to use this approach to creatively solve real-world problems. The initiative also implements precise academic analysis, leveraging the "Ningbo Cloud School" to build a municipal intelligent teaching service platform, integrated with the "Ningbo Excellent Education" brain, to create comprehensive student profiles and promote smart homework and academic diagnosis systems.

As a regional action guide for AI education, this plan features systematic efforts, distinct characteristics, and clear pathways. It is the first to propose "industry-adaptable AI education", embedding Ningbo's advantageous industrial clusters—such as port logistics, intelligent manufacturing, and marine economy—into the entire chain of curriculum development, scenario construction, and competition creation. This pioneering approach aims to solve the structural mismatch between basic education talent cultivation and regional industrial needs.

It also introduces an "AI virtual teaching researcher". The plan calls for building a municipal-level AI virtual teaching researcher, establishing a full-time and part-time teaching research team, and shifting teaching research from "experience-driven" to "data and intelligence dual-driven". Furthermore, it establishes a continuous talent incubation system, constructing a four-tier advancement system from "foundational awareness to innovation excellence", coordinating the integrated cultivation of AI top-tier talent from primary to high school.

The plan also builds a "one core, three scenarios" localized curriculum, developing courses around the three scenarios of campus, community, and industry, moving AI education from knowledge transmission to solving real-world problems.
