On November 2, the Information Office of the Shaanxi Provincial People's Government held a press conference, introducing relevant information under the theme of benchmarking the "Three Years" initiative, delivering the "Three Services," and Shaanxi's tax authorities supporting high-quality development through practical and effective efforts.
From the conference, it was learned that in the first three quarters of this year, 1,880 advanced manufacturing, integrated circuit, and industrial machine tool enterprises in Shaanxi enjoyed value-added tax reductions and exemptions totaling 835 million yuan; preferential policies for small-scale value-added tax taxpayers benefited 1.51 million taxpayer instances, with VAT reductions exceeding 10.2 billion yuan; and export tax rebates (exemptions) exceeding 14 billion yuan were processed for more than 3,000 enterprises, a year-on-year increase of 26.2%.
Xu Zhaoxia, Deputy Director of the Shaanxi Provincial Tax Service, introduced that this year Shaanxi has continued to improve its social insurance payment service system, focusing on payment overdue reminder services, the "newborn one-stop service," the "flexible employment one-stop service," and providing "one-stop" comprehensive services for special groups such as the elderly and people with disabilities.
"In terms of helping enterprises and easing difficulties, as of the end of September, the tiered reduction and exemption policy for the employment security fund for persons with disabilities benefited 783,000 contributor instances, and the value-added tax immediate refund policy for employing persons with disabilities cumulatively refunded 80 million yuan, effectively reducing the burden on employers and driving more employment and entrepreneurship for persons with disabilities," Xu Zhaoxia said.
Xu Zhaoxia stated that in the first three quarters of this year, Shaanxi helped 199,000 small and micro enterprises obtain financing loans exceeding 160 billion yuan, supporting business entities' development through tax credit. At the same time, the province coordinated with cultural tourism, transportation, and other departments to launch seven categories of "Tax Credit+" incentive measures, including scenic area discounts, public transit convenience, and facilitated medical treatment.
On the other hand, regional and inter-provincial coordination has been strengthened. Shaanxi took the lead in establishing a tax coordination development mechanism for the five northwestern provinces (regions), improved the large enterprise tax service and management cooperation mechanism for six provinces (regions) including Shaanxi, Gansu, Ningxia, Inner Mongolia, Sichuan, and Henan, and deepened tax cooperation in adjacent areas such as the Yellow River basin, the Pan-Qinba region, and the Hanjiang River basin.
"In the first three quarters of this year, a total of 57,000 cross-provincial electronic tax payment transactions were processed, a year-on-year increase of 45.9%, effectively promoting the free flow of production factors across regions for business entities," Xu Zhaoxia said.
Focusing on technological innovation, Shaanxi's tax authorities leveraged tax big data to deepen "policy finding people" and promote direct and rapid access to policy dividends. From January to August, Shaanxi's major policies supporting technological innovation and manufacturing development reduced taxes, fees, and refunds by 29.95 billion yuan, of which R&D expense super-deduction and other policies reduced taxes and fees by 10.7 billion yuan, high-tech enterprise tax incentives reduced taxes by approximately 3.78 billion yuan, and advanced manufacturing enterprise VAT additional deduction and other policies reduced taxes and fees by 15.47 billion yuan.
"Under the combined effect of tax and fee preferential policies and other policies, our province's long-accumulated innovation potential has been further stimulated, the good momentum of innovative development has been further consolidated, and the effectiveness of the Qinchuangyuan innovation-driven platform construction continues to show," said Lei Xinfeng, Director of the Income Planning and Accounting Division of the Shaanxi Provincial Tax Service. In the first half of this year, the total profits of key enterprises in Shaanxi's "new 'new three" categories, represented by 人工智能, robotics, and innovative drugs, grew 2.8 times, and these enterprises saw a 12.2% increase in tax revenue in the first three quarters, showing a steady growth trend.
At the same time, in the first three quarters of this year, sales revenue from Shaanxi's digital product manufacturing and digital technology application industries grew 5.8% and 6.0% year-on-year respectively, reflecting an accelerated digital industrialization process.
Additionally, individual income tax services have become more beneficial and precise. Li Jianliang, Director of the Individual Income Tax Division of the Shaanxi Provincial Tax Service, introduced that this year more than 5.15 million taxpayers in Shaanxi completed their annual comprehensive income tax settlement, with over 3.36 million people enjoying tax refunds totaling nearly 4 billion yuan. Seventy percent of people owed no tax after settlement, and the benefits for low- and middle-income earners continued to expand.
"In particular, more than 3.69 million taxpayers enjoyed seven special additional deductions for elderly care, medical care, education, and others, with the number of beneficiaries increasing 5.4% from the previous year, and tax reduction amounts exceeding 8.9 billion yuan, up 6.9% from the previous year. For those with annual income below 120,000 yuan, after enjoying the 60,000 yuan basic deduction, 'three insurances and one housing fund' special deductions, and special additional deductions, they basically owe no tax or only a small amount of tax," Li Jianliang said.
