Just two weeks prior, the GPT-5.6 series remained under strict regulatory oversight. When OpenAI first unveiled the three models—GPT-5.6 Sol, Terra, and Luna—on June 27, the US government mandated a limited preview accessible only to about 20 "trusted partners." OpenAI notably expressed its dissatisfaction in an official announcement at the time, stating that government intervention in the access process "should not become the long-term default mode" and highlighting how this arrangement restricted developers, businesses, and cybersecurity agencies from accessing cutting-edge AI capabilities.
This regulatory green light represents a phased breakthrough in the negotiations between OpenAI and the US government regarding the deployment scope of GPT-5.6. It also establishes GPT-5.6 as the first case to complete the entire process from "restricted release" to "full approval" under the US's new framework for reviewing advanced AI.

Merely 72 hours after Anthropic released its Mythos-level model Fable 5, it was compelled to withdraw the model under congressional pressure. Subsequently, US Representative Andrew Garbarino called for a unified regulatory review mechanism for the most advanced AI models.
Within this context, GPT-5.6 became the first practical test case under this new regulatory framework. Unlike Anthropic's forced takedown, OpenAI adopted a more proactive and cooperative strategy. This included pre-emptively demonstrating the model's capabilities to regulators, accepting a phased release arrangement, and committing to ongoing safety testing during the limited preview while collaborating with partners to refine risk assessments.

Sol Set for Launch This Week, Pricing Targets a Competitor
The flagship model of the GPT-5.6 series, Sol, is scheduled for official launch this Thursday.
OpenAI's CEO, Sam Altman, previously revealed that Sol will introduce a new Ultra multi-agent mode and a Max reasoning strength version. The API pricing is set at $5 per million tokens for input and $30 per million tokens for output. This price point is approximately half that of Anthropic's Claude Fable 5.
In terms of performance, on the Terminal-Bench 2.1 coding benchmark, Sol Ultra scored 91.9%, and the standard Sol version scored 88.8%, both surpassing Claude Mythos 5's score of 88.0%. The combination of a lower price and performance that is close to, or even superior to, the competition positions Sol to directly challenge Anthropic's pricing structure in the enterprise API market.
Concurrently, OpenAI plans to deploy Sol to the Cerebras hardware platform this month, with inference speeds expected to reach 750 tokens per second, further enhancing its competitiveness in high-throughput enterprise scenarios.
