On October 9, Henan Shuanghui Investment&Development Co.,Ltd. (000895.SZ) announced that due to excessive lincomycin residue in "pig hind leg meat" produced by its Wangkui Shuanghui facility in Heilongjiang, the company, Wangkui Shuanghui, and relevant directors and senior executives received administrative penalty decisions, with total fines amounting to 129 million yuan. The announcement also disclosed six rectification measures and estimated that the penalties would reduce the company's 2026 annual net profit attributable to shareholders by 63.8066 million yuan.

Total fines and confiscations around 129 million yuan, Shuanghui announces six rectification measures

On August 28, 2025, the Changchun Customs Technical Center, during a food safety supervision sampling organized by the Heilongjiang Provincial Market Supervision Administration, tested pig hind leg meat produced by Wangkui Shuanghui and sold at a supermarket in Ranghulu District, Daqing City. The lincomycin detection level was 7,700 μg/kg, exceeding the national standard limit of 200 μg/kg by 37.5 times.

On October 9, 2026, Shuanghui Development announced that the company, its controlled subsidiary Wangkui Shuanghui Beidahuang Food Co., Ltd., and relevant directors and senior executives received eight administrative penalty decisions from the Wangkui County Agriculture and Rural Affairs Bureau, the Luohe City Animal Husbandry Bureau, and the Luohe City Market Supervision Administration, with total fines and confiscations amounting to approximately 129 million yuan. Among these, Chairman Wan Hongwei was personally fined 37.6462 million yuan, Director and President Ma Xiangjie was fined 5.661 million yuan, Vice President Qiao Haili was fined 6.4694 million yuan, and Chief Engineer Wang Yufen was fined 6.5862 million yuan. Shuanghui Development stated in the announcement that it sincerely accepts the administrative penalties from relevant departments, resolutely and comprehensively implements rectification requirements, and solemnly apologizes to consumers and the public. The announcement also published six rectification measures, including strengthening source control by establishing a "one household, one file, dynamic review" management mechanism; actively promoting the "company plus farmers (farms)" farming model, with unified supply of breeding pigs, feed, and veterinary drugs; increasing sampling and testing of risk monitoring items such as lincomycin, cooperating with third-party professional testing institutions; strictly implementing the pre-slaughter resting system for live pigs, and comprehensively strengthening production process management.

Slaughter volume up 40% in the first half, only six farming subsidiaries

Shuanghui Development's 2026 semi-annual report shows that in the first half, fresh pork product production increased from 679,800 tons in the same period last year to 952,300 tons, a growth rate of 40.09%. The report explicitly stated that "this was mainly due to the company's pig slaughter volume increasing year-on-year during the reporting period." During the same period, fresh pork product inventory rose 48.31% compared to the end of June 2025, which the company explained as "taking advantage of low pig prices to store during off-season and sell during peak season, with frozen product inventory rising compared to the end of June 2025." Slaughter scale was expanding, and frozen product inventory was increasing. Source: Shuanghui Development 2026 semi-annual report.

In contrast to the rapid expansion of slaughter scale, as of the first half of 2026, among Shuanghui's 65 subsidiaries, only six were engaged in pig farming. In a March 2026 investor survey, Shuanghui stated: "The company holds a cautious attitude toward the development of the farming business. If farming levels do not meet expected targets, we will not blindly expand farming scale." This model of continuous slaughter scale expansion and heavy reliance on external procurement for the farming segment is exactly the "asset-light farming" model that Shuanghui has long employed. Wangkui Shuanghui, whose products failed the sampling inspection this time, also does not engage in pig farming in its business scope. Shuanghui previously responded to media that the substandard issue was mainly caused by upstream farming operations failing to follow withdrawal period management regulations when sending pigs to market.

Procurement data from the 2026 semi-annual report shows that in the first half, pig procurement amounted to 10.425 billion yuan, and raw material procurement from cooperatives or farmers accounted for more than 30% of total procurement. Slaughter capacity continued to expand, and pig supply was highly dependent on external procurement, with a considerable proportion coming from dispersed cooperatives and farmers. Under this supply structure, the ability to control incoming inspection directly determines whether veterinary drug residue risks can be intercepted. The fact that lincomycin exceeded the standard by 37.5 times shows that this interception did not work.

Farming commitments from 15 years ago and today's "company plus farmers" farming model

After the 2011 "lean meat powder" incident, in response to media questions about the failure of Shuanghui's "eighteen inspection procedures," Shuanghui founder and Chairman Wan Long offered a solution: "In the future, we will strive to build farming bases wherever slaughterhouses are built. Moreover, our farming scale will be very large—each farm at least 50,000 head, and each farming base at least 500,000 head." Source: Shuanghui Development 2026 semi-annual report.

In the October 2026 rectification announcement, the path Shuanghui committed to was "actively promoting the 'company plus farmers (farms)' farming model, with unified supply of breeding pigs, feed, and veterinary drugs, and strengthening whole-process farming management." This wording reflects that Shuanghui still does not plan to build large-scale pig farms itself, but instead extends control to the farming operations of partner farmers through contract binding and input control. Slaughter scale was expanding, frozen product inventory was increasing, and whether the control system for pig sources is being upgraded in tandem is a question more worth asking than the amount of the fine.
