The government of Hebei Province announced on February 27 that it will leverage digital and intelligent technologies as the core driver for deepening reforms in the "double-blind" evaluation mechanism this year. This initiative aims to further optimize the business environment within the public bidding sector, making the transaction process more transparent, efficient, and credible.
The province will implement an AI-powered fair competition review for tender documents. By strengthening preemptive checks at the source, authorities will explore the establishment of an AI review model embedded with compliance checkpoints and negative list rules. This system will conduct comprehensive semantic analysis of qualification requirements and evaluation criteria in tender documents. Utilizing AI technology, it will automatically identify hidden barriers and exclusionary clauses, such as those tailored for specific bidders or indicative of pre-determined outcomes, ensuring documents are lawful, reasonable, and scientifically sound. The goal is to guarantee equal opportunity and fair rules for all qualified and capable potential bidders.
Furthermore, Hebei will enhance the precision of AI-assisted bid evaluation. To address challenges in the evaluation phase, including large volumes of information, difficulties in manual assessment, and inconsistent standard application, the province will develop a multi-dimensional intelligent bid analysis model. By intelligently comparing and conducting in-depth analysis of data related to the standardization of bid documents and the reasonableness of quotations, the system will automatically detect anomalies, deviations, and risk indicators. This will provide objective, efficient, and uniform technical support to evaluation experts, thereby improving the quality and fairness of the review process.
The province will also improve dynamic monitoring of the AI-assisted evaluation process. Integrating AI technology deeply into the entire "double-blind" review workflow, the system will conduct real-time surveillance of evaluators' scoring behaviors, review progress, and any unusual activities. A comprehensive early-warning system covering both entities and actions will be established to accurately identify clues of bid-rigging or collusion, offering efficient references for regulatory bodies and significantly enhancing risk identification capabilities. Concurrently, a closed-loop witnessing system encompassing intelligent analysis, dynamic intervention, and on-chain record-keeping will be implemented. This system will comprehensively and accurately document the entire transaction process, strengthen the analysis and warning of anomalous behaviors, provide timely alerts and interventions for suspected illegal activities, and support disciplinary and law enforcement actions by relevant authorities. These measures ensure the process remains transparent and traceable, enabling early detection, blocking, and resolution of risks.
