The Industrial Technology Basic Public Service Platform is a crucial support system that provides services such as the application and promotion of new technologies and products, validation of key core technologies, and the cultivation of new productive forces for various industries. The Ministry of Industry and Information Technology has recently concluded the public announcement for the seventh batch of Industrial Technology Basic Public Service Platforms, with a total of 68 platforms selected nationwide. Among them, six enterprises from Jiangsu province have been included.
The Industrial Technology Basic Public Service Platform offers foundational technical support services—including measurement and testing, standard validation and inspection, quality and reliability testing, certification and accreditation, industrial information, intellectual property, and technology transfer—for technological innovation activities across key industrial and information technology sectors, covering the entire chain from research and development to industrialization. These platforms are specialized institutions recognized for their outstanding performance, high credibility, close industry alignment, and exemplary role.
The platforms serve over 20 key industries and fields, including equipment, petrochemicals and chemicals, steel, non-ferrous metals, building materials, light industry, textiles, and food. The selected units are highly credible within their industries, offer extensive services, and play a strong demonstrative role. They must have at least one year of experience in providing industrial technology basic services and at least three service cases with industry influence. They also maintain close collaboration with industry alliances, trade associations, universities, research institutions, and other enterprises.
The Ministry of Industry and Information Technology is responsible for guiding and managing these service platforms, organizing applications on an annual basis. This year marks the seventh batch of selections. The six Jiangsu-based companies that made the list include State Grid Electric Power Research Institute Co., Ltd., China Automotive Engineering Research Institute (Jiangsu) Co., Ltd., Nanjing Jiangbei New Area Biomedicine Public Service Platform Co., Ltd., Jiangsu Textile Industry Association Inspection Technical Service Co., Ltd., Suzhou Institute of Biomedical Engineering and Technology (Chinese Academy of Sciences), and China Academy of Machinery Science and Technology Group Jiangsu Branch Co., Ltd.
These platforms each possess distinct characteristics and have developed strong technical service capabilities and industry demonstration effects in their respective fields. They provide comprehensive, professional, and full-chain industrial technology basic support services for enterprises across the industrial supply chain.
In Suzhou, three institutions—Suzhou Institute of Biomedical Engineering and Technology, Jiangsu Textile Industry Association Inspection Technical Service Co., Ltd., and China Automotive Engineering Research Institute (Jiangsu) Co., Ltd.—were successfully selected, highlighting Suzhou's strength in the field of industrial technology basic services. For example, China Automotive Engineering Research Institute (Jiangsu) Co., Ltd., a leader in the automotive testing and inspection industry, has always focused on transforming scientific and technological achievements. It has gradually established a one-stop, full-chain service system covering "R&D, incubation, pilot testing, application, and certification."
Nanjing contributed two platforms to the list. State Grid Electric Power Research Institute is a high-tech enterprise group with significant influence in the energy, power, and industrial control sectors, as well as an internationally renowned provider of intelligent complete equipment and integrated solutions. Currently, the platform operates nine specialized laboratories and holds both CMA (China Metrology Accreditation) and CNAS (China National Accreditation Service for Laboratories) certifications. It also serves as the National Quality Inspection and Testing Center for Transmission and Distribution Safety Control Equipment.
Nanjing Jiangbei New Area Biomedicine Public Service Platform, recognized as a National Demonstration Platform for Small and Medium-sized Enterprise Public Services, has established a full-chain R&D service system for the biomedicine industry. This system covers areas from biological sample exchange and multi-omics exploration to data mining and services for new drug creation. The platform is also responsible for operating the National Health Medical Big Data (Eastern) Center and the regional technology transfer system of the National University Biomedicine Regional Technology Transfer and Transformation Center (Jiangsu, Nanjing).
A relevant official from the Jiangsu Provincial Department of Industry and Information Technology stated that in the next phase, various regions will focus on improving the quality and efficiency of industrial technology basic public services. Efforts will be made to strengthen the leading and enabling role of these platforms, optimize the supply of industrial technology services, and accelerate the aggregation of innovation resources as well as the industrialization of innovative outcomes.
