In March 2026, the "Detailed Implementation Rules for the Handling of Work-related Injury Rehabilitation Services in Shandong Province" officially came into effect. In early April, the Human Resources and Social Security Bureau of Zaozhuang City organized the first on-site assessment and review by work-related injury rehabilitation experts following the implementation of the new rules. This session involved a professional, rigorous, and meticulous collective review of cases submitted by injured workers applying for rehabilitation.

During the review, experts strictly adhered to the requirements of the new rules. They examined the complete medical records and examination reports submitted by applicants and referred to the "Work-related Injury Rehabilitation Service Standards" to scientifically evaluate the rehabilitation value and appropriate duration for each injured worker. The introduction of a rehabilitation expert panel for a "third-party" professional assessment not only effectively mitigates potential cognitive blind spots that might exist within a single institution but also ensures the accuracy of determining rehabilitation indications and the reasonableness of setting rehabilitation timelines from the very beginning.

"Previously, we were concerned about the lengthy application process for rehabilitation. Now, seeing that authoritative experts are overseeing the process for us, we feel much more assured," remarked a family member of an injured worker applying for work-related injury rehabilitation upon learning about the progress of the review.

In these new rules, "early intervention" is a frequently mentioned term. The new regulations specify that after an injured worker's condition has stabilized, they can receive rehabilitation treatment at designated contracted institutions even before the official conclusion of the work-related injury determination is made. This significantly advances the rehabilitation timeline, aiming to seize the "golden period" for functional recovery.

During this review session, experts paid particular attention to whether necessary rehabilitation programs were introduced during the acute-phase clinical treatment stage for the injured workers. This ensures that rehabilitation therapy proceeds concurrently with clinical treatment, maximizing the recovery of the workers' physical functions and paving the way for their return to the workplace.
