On July 24th, a press conference was held by the State Council Information Office as part of the "Launching the 15th Five-Year Plan" series, where officials from the Ministry of Public Security detailed their efforts to strengthen governance, protect public safety, and promote development, while fully supporting the start of the 15th Five-Year Plan period. The officials highlighted that the use of artificial intelligence in new types of crimes is occurring with increasing frequency, and the police are implementing a variety of measures to combat this issue.
During the press conference, Qi Yanjun, Deputy Minister of Public Security and Executive Deputy Secretary of the Party Leadership Group, stated that China's capabilities in preventing and controlling risks related to technologies like artificial intelligence and low-altitude security have significantly improved, and the comprehensive governance system for cyberspace security has become more robust.
In recent years, criminals have used new technologies, such as artificial intelligence, to commit illegal activities, including telecom and network fraud, invasion of personal privacy, undermining the foundation of social trust, and even threatening national security. In response, the police have prioritized this issue, adopting a range of measures to crack down on and address these crimes.
Jiang Guoli, Director of the Criminal Investigation Bureau of the Ministry of Public Security, explained that the main manifestations of new crimes using artificial intelligence include: forging identities with AI technology to infiltrate government and enterprise information systems for the purpose of stealing information and property; impersonating acquaintances or authoritative figures to gain victims' trust before committing fraud; and using AI tools to generate online rumors, thereby disrupting social order. The police are fully committed to combating these crimes and are also strictly cracking down on criminal groups that provide technical support, striving to eliminate the root causes of crime. In the first half of this year, more than 170 cases of online rumors generated by AI tools were investigated, and over 190 individuals were punished.
Furthermore, the police will rely on big data analysis to build risk assessment models. These models will conduct comprehensive analysis and judgment on new types of fraud methods, such as high-frequency strange video calls, silent recording calls, repeated requests for facial data within a short time, and video requests initiated from overseas. This will generate precise early warning instructions, which will be sent to local police departments to carry out early warning and prevention efforts.
At the same time, the police will focus on monitoring potential security risks associated with large AI models and will notify operators to address any identified hazards promptly. In the first half of this year, over 600 inspections of AI application services were conducted, and more than 30 administrative enforcement actions, including warnings, orders for rectification, and shutdowns, were taken against service providers.
