On July 30, a meeting to coordinate the development of artificial intelligence was convened in Suqian City. Suqian Party Secretary Sheng Lei addressed the gathering, emphasizing the need to follow the work directives of the provincial party committee and government. The focus should be on advancing smart logistics, with sustained efforts in the niche sectors of drones and unmanned vehicles. Sheng Lei pointed out that the 2026 World Artificial Intelligence Conference and the High-Level Meeting on Global AI Governance have set the direction for building a fair and reasonable global AI governance system. Recent national and provincial AI-related policy documents have systematically addressed tasks such as new infrastructure development, technological breakthroughs, industrial cultivation, and consumption promotion. She stressed the need to integrate "trade, industry, and technology," unify "timing, intensity, and effectiveness," and coordinate "points, lines, and areas." The focus should be on applying new factors, driving smart logistics development, and making the digital economy a key engine for high-quality growth.
Sheng Lei emphasized prioritizing infrastructure to lay the foundation for smart logistics. This requires city-level coordination and full coverage, integrating data elements like communications, navigation, and meteorology. Efforts should accelerate the construction of drone facility networks, unmanned vehicle infrastructure networks, and high-speed communication networks to enhance the precision and reliability of intelligent logistics operations. She also highlighted the need to address right-of-way and airspace to build a smart logistics traffic system. This involves strengthening governance logic, ensuring legal safeguards, and researching phased, region-specific, and time-based right-of-way open models, tailored to local conditions and collaborative efforts, to promote the healthy and standardized development of the smart logistics industry.
Furthermore, Sheng Lei called for integrating data chains to build a smart logistics coordination system. This includes creating a network freight platform for multimodal transport and intelligent scheduling, deepening the large-scale application of AI in supply chain optimization and cross-border e-commerce, breaking down barriers between logistics, commerce, and information flows, and constructing an "industry-commerce synergy plus full chain integration" supply chain system. She also stressed the importance of strategic deployment to expand the smart logistics industry chain. The focus should be on production, application, and consumption ends, growing component manufacturing, strengthening local supply chain collaboration and scenario-based applications, and encouraging enterprises to transition from "selling hardware" to "selling computing power, services, and output value," thereby increasing the added value of full lifecycle services.
Additionally, Sheng Lei emphasized balancing construction and management to enhance smart logistics governance efficiency.
