During the "14th Five-Year Plan" period, Beijing has largely established a comprehensive, continuous, and high-quality elderly health service system that covers both urban and rural areas. The Beijing Municipal Health Commission reported on the 26th that the city now has a total of 1,993 community health service centers (stations), and over 10 million instances of health management services for the elderly were provided cumulatively during the "14th Five-Year Plan" period.
Community hospitals have become the primary healthcare providers for the elderly. The Health Commission stated that Beijing has established a robust elderly health service network covering both urban and rural areas, with community health service institutions now serving as the main point of care for senior citizens. Currently, there are 1,993 operational community health service centers (stations) in Beijing. In 2024, the family doctor signing rate exceeded 45%, while the signing rate for key groups, including the elderly, remained consistently above 90%. The total number of patient visits to community health service institutions reached 92.81 million, of which 52.02 million were visits by the elderly, accounting for 56% of the total.
Beijing has continuously carried out health management services for the elderly, providing annual health check-ups, health assessments, and health guidance for permanent residents aged 65 and above. Cumulative services during the "14th Five-Year Plan" period surpassed 10 million instances. Throughout this period, Beijing provided 3.737 million free flu vaccination doses to registered residents aged 60 and above, and 341,000 free pneumonia vaccination doses to registered residents aged 65 and above. Additionally, 132,000 free oral health check-ups were provided to permanent residents aged 65 and above. Brain health screening services for the elderly were implemented, cumulatively screening over 1.76 million individuals in key groups. The pilot scope of the elderly psychological care project expanded to 322 communities (villages), providing mental health assessments and intervention services to 65,000 permanent residents aged 65 and above. The Beijing Action to Address Senile Dementia was carried out, with the initial cognitive function screening rate among the elderly receiving health management services maintained above 90%. This year, 29 community memory clinics were established.
As of now, Beijing has established 62 comprehensive medical alliances and 122 municipal-level specialized medical alliances, and has newly built 14 tightly-knit urban medical groups, gradually forming a hierarchical diagnosis and treatment service network that is "thoroughly vertical and comprehensively horizontal." To address the challenges of rehabilitation and nursing for elderly patients after discharge due to acute illness or acute episodes of chronic conditions, Beijing has completed the transformation of 19 public medical institutions into rehabilitation facilities in four batches, ensuring each district has at least one secondary or higher-level rehabilitation hospital, or one to two rehabilitation transformation medical institutions meeting secondary rehabilitation hospital standards.
Beijing continues to promote the transformation and construction of elderly care nursing centers and palliative care centers, having cumulatively established 43 elderly care nursing centers and 26 palliative care centers (wards), achieving full coverage at the district level. Currently, Beijing has developed various integrated medical and elderly care models, including nursing homes providing medical services, medical institutions operating nursing homes, medical-elderly care signed cooperation, and the extension of medical and elderly care services into homes. To date, the city has 203 integrated medical and elderly care institutions. Through "one-to-one" or "one-to-many" arrangements, over 1,300 medical-elderly care partnerships have been signed, achieving full medical service coverage for nursing homes.
Beijing has established a primary care appointment and referral platform, with 92 tertiary public hospitals releasing over 50% of their appointment slots two weeks in advance; among them, 22 municipal hospitals release 100% of their slots in this manner. A total of 146 secondary and tertiary medical institutions and 369 community health service centers provide extended-hour outpatient services. Efforts to make medical institutions more elderly-friendly have resulted in the establishment of 692 age-friendly medical institutions. Services focusing on home-based nursing care for disabled and elderly seniors have been prioritized, with the number of in-home nursing service items gradually expanding from 25 to 60. The city has established 117 internet hospitals, with 326 medical institutions offering internet diagnosis and treatment services, and 55 hospitals have joined the city's unified internet hospital service platform.
Furthermore, Beijing continues to enhance its medical service capabilities for the elderly, promoting the multi-disciplinary team (MDT) service model. The proportion of secondary and higher-level general hospitals that have established geriatrics departments exceeds 90%. Efforts to strengthen the training of geriatric medical professionals have been intensified, leveraging institutions such as Peking Union Medical College Hospital, Beijing Hospital, Beijing Chaoyang Hospital, Xuanwu Hospital, Peking University People's Hospital, and Beijing Geriatric Hospital, cumulatively training 440 physicians specializing in geriatrics.
