Hainan Rolls Out Gas Appliance Upgrade Subsidies of Up to 2,000 Yuan per Business

Deep News10-11

To strengthen the safety defenses of gas production and operations and implement the province-wide deployment for gas safety work, the Hainan Provincial Department of Commerce recently released the "Overall Plan for Gas Appliance Upgrades in Hainan Province's Catering Units (Draft for Public Comment)" (hereinafter referred to as the "Plan"), which proposes to carry out gas appliance upgrades for catering units across the province and distribute upgrade subsidies, while soliciting public opinions.

According to the Plan, the subsidy targets are legally operating catering units and individually owned businesses in Hainan Province. Applicants must hold a valid business license and food business permit. Four types of non-compliant gas usage scenarios are excluded from the subsidy scope: using bottled liquefied petroleum gas in underground or semi-underground locations, using bottled liquefied petroleum gas in high-rise buildings, having gas cylinders with a total weight exceeding 100 kg without a standardized dedicated cylinder room, and catering operators that mix two or more types of fuel in the same premises.

The products eligible for subsidies all comply with current national safety standards and specifically include gas stoves with flameout protection devices (including retrofitting), dedicated metal hoses for gas connections, pressure regulators for bottled liquefied petroleum gas, and commercial gas leak alarms with automatic shut-off devices, along with related safety appliances and supporting accessories.

Regarding subsidies, the Plan proposes a subsidy of 20% of the actual sales price of the appliances, with a maximum subsidy cap of 2,000 yuan per catering unit. Subsidy funds will be shared between the provincial and city/county levels on a 1:1 basis to ensure the policy is implemented. The policy implementation period is six months and will officially launch in December of this year.

The Plan also specifies standardized procedures for application, review, and disbursement. After purchasing and installing compliant appliances, catering units must complete an on-site safety inspection and obtain a confirmation receipt, then upload product photos, compliant invoices, business licenses, safety commitment letters, and inspection forms to the designated review platform, while also entering bank account information for receiving funds. The invoice header must match the business entity's license information.

According to the introduction, subsidy review adopts a dual model of "system verification plus manual confirmation." The system automatically verifies the validity of licenses, the authenticity of invoices, and inspection compliance, and calculates the subsidy amount. The commerce authorities of each city and county are responsible for final review and confirmation. After the review is completed and summarized, the commerce department submits a disbursement request to the finance department, and funds are directly transferred to the designated account of the applying unit. The implementation of this policy will effectively raise the level of gas safety protection in Hainan's catering industry and reinforce the safety responsibilities of business entities.
