Hebei Province's development and reform authority has recently issued a notification concerning the competitive allocation list for certain wind and solar power projects slated for 2026. This follows the requirements set out in the provincial application notice for the 2026 annual development and construction plans for wind and photovoltaic power generation. Municipalities responded by submitting proposals for newly planned projects, which were subsequently reviewed by grid companies to confirm grid connection and power absorption conditions, and by third-party consulting agencies to verify the fundamental qualifications.
The final list approved for inclusion in the 2026 competitive allocation comprises 23 qualifying projects, with a combined installed capacity of 2,236.73 megawatts. This total is made up of 10 wind power projects accounting for 1,940 megawatts, 12 photovoltaic projects contributing 146.73 megawatts, and one integrated wind-solar project with a capacity of 150 megawatts.
The notification directs the energy authorities of Tangshan, Cangzhou, Hengshui, and Zhangjiakou to determine the project investors in strict accordance with the provincial management measures for wind and solar project development and the relevant notices on accelerating investment entity tendering. These determinations must be publicly announced on the municipal authority's website before being submitted to the provincial development and reform commission.

The combined scale of new energy capacity from these two batches reaches 4,165.73 megawatts, comprising 3,999 megawatts of wind power and 166.73 megawatts of photovoltaic projects. The initial batch included 13 projects with a total capacity of 1,929 megawatts, all of which were wind power installations that met the qualification standards after grid connection and absorption verifications.
