Taiwan Semiconductor Manufacturing to Begin 3nm Chip Production in Japan by 2028

Taiwan Semiconductor Manufacturing has officially confirmed plans to initiate production of 3-nanometer chips in Japan starting in 2028. According to company documents disclosed on Tuesday, March 31, its second Japanese facility will utilize advanced 3nm process technology, with a planned monthly capacity of 15,000 12-inch wafers.

The plan was initially revealed in February of this year during a meeting between Taiwan Semiconductor Manufacturing CEO C.C. Wei and Japanese Prime Minister Takaichi Sanae. The recent filing further solidifies specific implementation details. Taiwan Semiconductor Manufacturing established its Japanese subsidiary, Japan Advanced Semiconductor Manufacturing (JASM), in 2021, initially receiving support from Sony Semiconductor Solutions. Subsequently, DENSO and Toyota Motor Corporation joined as minority shareholders.

**Strategic Shift from Mature to Advanced Processes**

Previously, Taiwan Semiconductor Manufacturing's focus in Japan was primarily on mature process technologies. According to plans announced in 2024, the combined monthly capacity of its first and second Japanese plants was set at 100,000 12-inch wafers, utilizing processes such as 40nm, 22/28nm, 12/16nm, and 6/7nm technologies. The total investment for both facilities was projected to exceed $20 billion.

The revised plan indicates a significant adjustment in the technological positioning of the second plant, upgrading it from originally planned mature processes to the advanced 3nm process. This shift aligns with Taiwan Semiconductor Manufacturing's broader global strategy of accelerating the deployment of advanced process capacity.

The company's first Japanese plant successfully commenced mass production by the end of 2024 and is progressing smoothly. The second plant is scheduled to begin operations in 2028, assuming it proceeds according to plan. While earlier Japanese media reports suggested an investment of approximately $17 billion for the second facility, Taiwan Semiconductor Manufacturing has not yet disclosed specific figures.
