Recently, the Xiangfang District Committee's Social Work Department and China Telecom's Harbin branch jointly held an integration ceremony for telecom grid staff entering local communities. A total of 75 telecom grid staff have been officially assigned to 140 neighborhoods across the district.
In this collaboration, the Xiangfang District Committee's Social Work Department played a coordinating role and established a regular cooperation mechanism with China Telecom. This partnership aims to transform the telecom operator's technical and talent advantages into improved community governance efficiency. The 75 telecom grid staff will integrate into daily community operations as "professional grid members," working alongside full-time community grid staff under a "dual-specialist collaboration" framework to enable information sharing, resource complementarity, and coordinated services.
A deputy general manager of China Telecom's Harbin branch stated that the telecom grid staff will leverage their technical expertise to work closely with community grid members, ensuring proactive engagement, rapid response, and efficient problem-solving, thereby becoming frontline "telecom specialists" in public service and community governance.
After entering the communities, the telecom grid staff promptly established contact with local grid members, exchanging a "community needs list" and a "China Telecom grid staff service list." They have begun conducting anti-fraud campaigns, providing network consultations, and offering convenience services such as mobile phone screen protection and network testing for residents, continuously enhancing both safety and convenience for the community.
