Three ministries 鈥?the Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission 鈥?have jointly approved in principle the Northeast China (including Eastern Inner Mongolia)-Yangtze River Delta Hydrogen Energy Comprehensive Application Pilot City Cluster to carry out pilot work, with a pilot period of four years.

The city cluster is led by Shanghai and brings together seven provinces 鈥?Inner Mongolia, Liaoning, Jilin, Heilongjiang, Jiangsu, Zhejiang, and Anhui 鈥?covering a total of 14 cities, forming a cross-regional connectivity pattern of "two poles driving, one belt linking."

The work deployment meeting for the Northeast China (including Eastern Inner Mongolia)-Yangtze River Delta Hydrogen Energy Comprehensive Application Pilot City Cluster was held in Shanghai on October 12.

The pilot city cluster adopts a model of differentiated division of labor by region and coordinated breakthroughs across the entire industrial chain for technological research. With Shanghai, Changchun, and Shenyang as the three core research entities, more than 30 research tasks have been laid out across nine major fields, including fuel cells and complete vehicles, hydrogen production electrolyzers, storage and transportation equipment, green ammonia and methanol synthesis equipment, and gas turbines.

The tasks advance around the integration of "production-storage-transportation-utilization-trade": In the upstream, wind and solar hydrogen production and green ammonia/methanol bases are being deployed in Jilin and Eastern Inner Mongolia, with a planned annual output of 1.12 million tons of green ammonia and 2.59 million tons of green methanol, building a ten-million-ton-scale zero-carbon fuel supply capacity. In the midstream, Liaoning serves as the hub, relying on Shenyang, Dalian, and Yingkou to build a multimodal transport and storage network, opening up the channel for transporting northern hydrogen to southern users. In the downstream, Shanghai takes the lead in building the Yangshan Port Green Fuel Bunkering and Trading Center (with 280,000 cubic meters of storage tanks and an annual bunkering capacity exceeding 1 million tons), promoting 2,124 fuel cell vehicles and constructing 21 new hydrogen refueling stations, deploying innovative demonstrations for aircraft and hydrogen energy storage, and building a full-chain hydrogen energy high-end equipment ecosystem, forming a hydrogen industry ecosystem with north-south linkage and a land-sea closed loop.

Hydrogen energy is a core track for implementing the "dual carbon" goals and advancing the energy revolution. Northeast China possesses ten-million-kilowatt-level wind and solar bases and is a core supply region for domestic green hydrogen, green ammonia, and green methanol. The Yangtze River Delta concentrates scientific innovation, high-end manufacturing, port shipping, and a vast terminal consumption market, with a solid foundation in green and low-carbon industries.

The convening of the work deployment meeting for the Northeast China (including Eastern Inner Mongolia)-Yangtze River Delta Pilot City Cluster marks the transition of the city cluster's pilot work into the implementation stage. It will actively promote the deep integration of the two major national strategies 鈥?"Comprehensive Revitalization of Northeast China" and "Integrated Development of the Yangtze River Delta" 鈥?and holds important demonstrative significance for enhancing the development of China's hydrogen energy industry chain, accelerating the construction of a modern industrial system, consolidating and strengthening the foundation of the real economy, serving the overall national "dual carbon" strategy, and supporting Chinese-style modernization with advanced manufacturing.

Mr. Ding Zhijun, Deputy Director of the Energy Conservation Department of the Ministry of Industry and Information Technology, attended the work deployment meeting and listened to the key tasks and corresponding supporting policy measures of each participating city. Deputy Director Ding pointed out that establishing the Northeast China (including Eastern Inner Mongolia)-Yangtze River Delta city cluster is a comprehensive implementation of the decisions and arrangements of the Party Central Committee and the State Council, and expressed hope that the synergistic effects of regional linkage and industrial complementarity can be fully leveraged to provide support for exploring sustainable development pathways for green hydrogen, ammonia, and methanol. The key priorities are to seize the progress of industrial projects, open up the "northern methanol transported south" chain, ensure downstream consumption, jointly promote vehicle deployment, hydrogen refueling stations, and hydrogen corridor construction, and drive equipment research to connect with terminal applications. At the same time, all cities should elevate their strategic positioning, fulfill their respective responsibilities, properly manage and utilize central fiscal funds, improve enterprise economic benefits through technological progress, drive the joint development of upstream and downstream participants in the hydrogen energy industry chain, and advance related work smoothly on the basis of firmly establishing safety red lines.

As the lead city of the city cluster, Shanghai, building on its foundation as an international shipping green fuel bunkering center, will resolutely shoulder the coordination responsibility of the city cluster, work with the seven provinces and fourteen cities to ensure the implementation of various deployments, and strive to form a nationally replicable and promotable model.
