MIIT Approves Two L3 Autonomous Driving Models from Changan Auto (000625.SZ) and BAIC BluePark Magna

The Ministry of Industry and Information Technology (MIIT) announced on December 15 that it has conditionally approved two L3 conditional autonomous driving models submitted by Chongqing Changan Automobile Company Limited (000625.SZ) and BAIC BluePark Magna Automotive Co., Ltd. The approvals were granted under the "Road Motor Vehicle Manufacturers and Product Access Management Measures" after undergoing application acceptance, review, and public notice procedures in the 401st batch of announcements.

The first model is the Changan-branded SC7000AAARBEV pure electric sedan, capable of autonomous driving in single-lane highways and urban expressways under congested traffic conditions (with a maximum speed of 50 km/h). Currently, this function is limited to specific sections in Chongqing, including the Inner Ring Expressway, New Inner Ring Expressway (Gaotanyan Interchange—Laijiaqiao Interchange), and Yudu Avenue (Renhe Interchange—Airport Interchange).

The second model is the Arcfox-branded BJ7001A61NBEV pure electric sedan, which enables autonomous driving in single-lane highways and urban expressways (with a maximum speed of 80 km/h). This feature is currently restricted to designated sections in Beijing, such as the Jingtai Expressway (Jiugong New Bridge—Airport North Line Expressway), Airport North Line Expressway (Daqunan Bridge—Daxing Airport Expressway), and Daxing Airport Expressway (South Sixth Ring Road—Airport North Line Expressway).

Previously, MIIT collaborated with relevant departments to develop implementation plans, guidelines, and expert evaluations in accordance with the "Notice on Pilot Programs for Intelligent Connected Vehicle Access and Road Testing." Both automakers have completed and passed product testing and safety assessments as required.

In the next phase, the two models will undergo road-testing pilots in the specified regions, operated by Chongqing Changan Telematics Technology Co., Ltd. and Beijing Mobility Automotive Service Co., Ltd. MIIT will work with local authorities to enhance vehicle monitoring, safety measures, and regulatory frameworks to promote high-quality development in China's intelligent connected and new energy vehicle industry.
