Zhejiang Shibao (01057) Surges Over 7% as Autonomous Driving Sector Welcomes Positive Developments; Institutions Predict L4 Era is Imminent

Zhejiang Shibao (01057) rose more than 7%. As of the time of writing, the stock was up 7.4%, trading at HK$6.24, with a turnover of HK$221 million. On the news front, on January 14, the Shanghai Municipal Commission of Economy and Informatization, the Shanghai Municipal Transportation Commission, and the Shanghai Municipal Public Security Bureau jointly issued the "Shanghai High-Level Autonomous Driving Leading Zone 'Model Speed, Smart Mobility' Action Plan." The plan proposes, following the overall guideline of "model-driven leadership, application demonstration driving, industrial collaborative development, and policy measure support," to accelerate the transformation of autonomous driving technological innovation into industrial competitiveness. The Action Plan outlines 9 key tasks across three aspects, including orderly promoting the application and deployment of unmanned driving equipment, improving the autonomous driving data monitoring platform, methodically expanding the open areas for autonomous driving, implementing key technology breakthrough projects, and building a world-class automotive industry cluster. Notably, at the end of last year, both China and the US took critical steps in high-level autonomous driving, marking the substantial progression of L3/L4 commercialization into the implementation phase. On December 15, 2025, China's Ministry of Industry and Information Technology, in its 401st announcement, conditionally approved market access for China's first batch of mass-produced L3 conditional autonomous driving models; concurrently, Tesla Model Y Robotaxis operating with Unsupervised FSD appeared on the streets of Austin, USA. Shortly before this, Nvidia released an autonomous driving model platform, indicating the ongoing advancement of Robotaxi industrialization. Guosen Securities stated that driven by policy, technology, and cost factors, the L4 autonomous driving era is expected to commence in 2026.
