CHINA UNICOM Completes Communication Support for Longyan Railway Urban-Rural Reconstruction in Yantai

On July 28, with the successful completion and opening of the expansion and renovation project for the railway bridge at Dianchang East Road along the Longyan Railway urban-rural reconstruction, a 136-day communication "escort battle" concluded successfully. Since the project began on March 15, CHINA UNICOM's Yantai branch has delivered an outstanding performance with "zero interruptions, zero hazards, and zero accidents," achieving a high-score result in coordinating communication support with key infrastructure construction.

The renovation section covers the entire segment of Dianchang East Road from Zhichu Road to Chemical Road, with the Dedongwei trunk optical cable and 23 local network cables from the Zhifu branch densely distributed along the route. The pipelines are adjacent to the railway bridge piers, overlapping with multiple construction areas. Within a narrow working area of less than 80 meters, pipelines for heating, reclaimed water, gas, tap water, and multiple operators crisscross, requiring simultaneous construction in an extremely complex environment. Crucially, nearly 25 meters of the Dedongwei long-distance core trunk optical cable is located in the core excavation area of the bridge piers, with the closest mechanical operation distance less than 0.5 meters. Any damage would directly impact backbone communication services in multiple cities, including Yantai, Weihai, Dezhou, and Dongying.

Facing this high risk, CHINA UNICOM's Yantai branch took proactive steps, engaging with the general contractor and various responsible parties early on. After repeated site inspections, a custom dual protection plan of "relocation and rerouting plus in-situ reinforcement" was designed. The plan focused on two core measures: first, shifting the entire optical cable pipeline under the bridge section 4 meters eastward, completely removing it from the mechanical excavation danger zone; second, reserving 312 meters of redundant optical cable at the Zhichu Road cable joint, providing ample space for future route adjustments. Additionally, a no-splicing cable-shifting technique was used, relying on existing surplus cable length to complete the line relocation, achieving zero business interruption and zero user perception, fundamentally avoiding the high-risk construction zone. The team also negotiated with the construction unit, legally securing 120,000 yuan in coordination fees, ensuring project progress while protecting the company's legitimate rights and interests.

During construction, the team implemented full-process tracking and all-link monitoring. For the high-risk section from Chemical Road to Dianchang East Road, dedicated personnel were assigned for on-site supervision, strictly controlling mechanical operation boundaries and promptly stopping any violations. A special safety agreement was signed with the construction unit, clarifying responsibilities for both parties, and establishing a daily coordination, dynamic reporting, and immediate problem-solving mechanism to ensure synchronized construction and protection. The team completed 312 meters of optical cable shifting, 8 precise relocations of trunk optical cables, assisted in building 2 new communication manholes, laying 35 meters of 12-hole ducts, reinforcing 1 existing well, participating in 6 pipeline-crossing construction coordination efforts, and undertaking 10 person-times of night high-risk monitoring. After nearly five months of refined maintenance and dynamic monitoring, all optical cables along the route operated smoothly, with no interruptions to any carried services and no safety incidents.

This support not only ensured the smooth operation of a key municipal infrastructure project but also significantly enhanced the construction team's awareness of trunk communication facilities through standardized cooperation, accumulating valuable experience for routine pipeline safety management. Moving forward, CHINA UNICOM's Yantai branch will continue to deepen the road-rail coordination protection mechanism, strengthen daily inspections and proactive risk assessment, safeguarding the regional communication "lifeline" with higher standards, and contributing to Yantai's urban renewal and high-quality development.
