On May 29, the Outline of the 15th Five-Year Plan for Guangzhou's National Economic and Social Development was released. It proposes to develop distributed photovoltaic power generation and promote the application pilot projects for "photovoltaic buildings" in Huadu and Conghua districts. The plan aims to build a new energy system. It calls for fully implementing the new energy security strategy, promoting diversified energy supply and security, constructing a new energy system, and building a strong energy city. The plan emphasizes accelerating the construction of a new power system, promoting the quality improvement and upgrading of the main power grid, optimizing the layout of distribution network construction, strengthening the integrated development and flexible interaction of source-grid-load-storage, and building a new grid. It includes the construction of local backbone power source projects such as natural gas power generation at Zengcheng Wanglong, Baiyun Hengyun, and Knowledge City Hengyun, as well as implementing capacity replacement projects for coal-fired power units at the Pearl River Power Plant and Hengyun Power Plant. The plan also involves accelerating the construction of the 500 kV Haizhu Station, Banghai Station, Huaxi Station, and their transmission lines. It will strengthen the construction of cross-provincial and cross-regional transmission channels, such as the Tibet-Guangdong DC transmission project. The plan includes carrying out smart grid main-distribution integrated engineering projects to enhance the automation and intelligent operation capabilities of the power grid, supporting the construction of smart lines in key areas, important transmission channels, and high-voltage cable tunnels, and building an intelligent operation, inspection, and maintenance system for substations, converter stations, transmission lines, and distribution networks. It aims to accelerate the construction of charging infrastructure, promote national demonstration pilots for efficient integration of new energy vehicles and the grid for bidirectional charging and discharging, and build approximately 40,000 new public charging facilities. The plan will stabilize upstream natural gas sources such as the West-East Gas Pipeline and strengthen the protection of main oil and gas long-distance pipelines, including those of the National Pipeline Network. It will actively plan for imported liquefied natural gas (LNG) receiving facility projects. The plan emphasizes vigorously developing new energy and renewable energy sources such as new energy storage, hydrogen energy, and distributed photovoltaics, and expanding their application scenarios. It will promote the construction of projects like the Knowledge City Energy Storage Power Station, leverage the role of Guangzhou's Virtual Power Plant Management Center, and enhance the regulation capacity of user-side energy storage. The plan will advance the construction of distributed photovoltaic power generation projects. It will promote the layout and construction of hydrogen energy infrastructure and support the construction of integrated stations for refueling, natural gas, hydrogen, and charging.
