10 Million Trainees Annually: Key Vocational Skills Training Updates You Should Not Miss

Deep News11-01 19:00

Vocational skills training serves as a crucial lever for resolving structural employment mismatches.

During the 15th Five-Year Plan period, the Ministry of Human Resources and Social Security will remain committed to investing in people and will identify effective measures to strive for 10 million person-times of subsidized vocational skills training each year. Over the five-year period, an additional 40 million person-times of skill certificates are expected to be obtained, including 14 million person-times of certificates at the senior worker level or above, continuously driving the transformation of skills training from scale expansion toward simultaneous improvement in both quality and quantity.

Three key focus areas

1. Enhancing supply quality

Closely align with the cultivation of new quality productive forces such as artificial intelligence and advanced manufacturing, as well as the livelihood service needs of the "one elderly and one young" demographic. Focus on the employment needs of key groups and, through models such as industry-education-evaluation skills ecosystem chains, strengthen the supply of urgently needed and scarce training programs, especially training supply for new professions, continuously improving the pertinence and effectiveness of training.

For example, launch an action for everyone to learn AI technical skills, focusing on providing general AI education for all workers, cultivating digital engineers for practitioners in specialized positions, and conducting AI-related training for students at educational institutions, continuously raising the AI literacy of the entire population. Improve the lifelong vocational skills training system, build a national electronic map of vocational skills training institutions, advance the construction of electronic skills training records, and better provide strong support for workers throughout their entire career development.

2. Strengthening supporting guarantees

Centering on building stronger training carriers, establish a batch of national-level high-skilled talent training bases, skills master studios, public practical training bases, enterprise practical training bases, and skills competition training bases.

Centering on enhancing the foundational capacity of technical education, build a batch of high-quality technician colleges and 100 high-quality majors, organize 10,000 backbone teachers from technical colleges to participate in integrated work-study teacher training, and promote high-quality and distinctive development of technical education.

Centering on improving the quality of skills evaluation, formulate and revise a batch of national occupational standards, improve the national question bank for vocational skill level certification, implement multi-level unified examinations, and further enhance the authority, circulation, and recognition of skill certificates.

3. Promoting coordinated efforts

Continue to deepen coordination and collaboration with various industry regulatory departments. Centering on key links such as occupational standard development, specialized training implementation, and skills evaluation oversight, improve cross-departmental collaboration mechanisms, fully leverage the professional advantages of industry departments, and effectively transform industry needs into evaluation standards.

Give full play to the leveraging role of policies such as training subsidies and commendations and awards, stimulate the initiative of enterprises, industry associations, training and evaluation institutions, guide all types of entities to fulfill their responsibilities and leverage their strengths, and gather a powerful synergy for skills training work.
