Three years after the "full refund if fail" class scandal at Offcn Education Technology Co.,Ltd. (002607), Hu Xiaojie (pseudonym) has yet to receive his full tuition refund. He is not alone—many other students share the same plight.
According to the company's semi-annual report released in August, Offcn Education reported a net profit of approximately 30.18 million yuan in the first half of the year, but its pending refund liabilities exceeded 482 million yuan.
During the national civil service exam held on November 29–30, a record 3.718 million applicants passed the registration review. Meng Shuang (pseudonym), an employee at Offcn Education, revealed that the company still offers refundable classes, though they are no longer the main product and mostly provide partial refunds. However, multiple students reported that "full refund if fail" classes for civil service exams still exist in some regions.
In October 2021, a joint notice issued by the Ministry of Education and four other departments explicitly prohibited advertisements guaranteeing educational outcomes, such as "refund if fail." Huang Qirui, a lawyer at Beijing Hongsa Law Firm, advised students facing refund difficulties to retain solid evidence, whether negotiating or pursuing legal action. More importantly, if an institution's financial health is questionable, students should remain vigilant against potential risks.
