The announcement states that the total selected capacity is 600MW/2400MWh, with a single energy storage station declaration capacity of 300MW/1200MWh. This is divided into two independent new energy storage power station projects, with plans to select two project implementation entities. The connection will be made to the Jinhu 500kV substation. The project must adopt grid-forming technology, with priority given to technical routes such as compressed air, all-vanadium redox flow, and sodium-ion batteries. The implementation of long-duration energy storage stations (with a duration of 4-8 hours) is encouraged. The declaration requirements state that implementation entities are allowed to declare projects independently or as a consortium. If the project implementation entity declares as a consortium, it should clarify the situation of each participating company and its parent company. The original text is as follows: In accordance with the spirit of documents such as the "Implementation Rules for Independent New Energy Storage Power Station Projects in Inner Mongolia Autonomous Region (Trial)" (Internal Energy Power Character [2023] No. 1101) and the "Notice of the Inner Mongolia Autonomous Region Energy Administration on Regulating the Management of Independent New Energy Storage Power Stations" (Internal Energy Power Character [2025] No. 656), to accelerate the construction of independent new energy storage power station projects, the Wuhai City Wuda District Energy Bureau has entrusted a third-party selection service agency to carry out the selection for the Wuhai City Wuda District Independent New Energy Storage Power Station Project, ensuring the high-quality implementation of the independent new energy storage power station project.
I. Basic Information on the Selection
(I) Selecting Party: Wuhai City Wuda District Energy Bureau
(II) Selection Service Agency: Inner Mongolia Lvneng New Energy Co., Ltd.
(III) Selection Content: To determine the implementation entity for the Wuhai City Wuda District 2026 Independent New Energy Storage Power Station project through selection.
II. Project Introduction
(I) Project Construction Location: Within the territory of Wuda District, Wuhai City.
(II) Project Connection: Jinhu 500kV substation.

III. Selection Process
Issue selection announcement → Enterprises apply for selection documents → Submit declaration materials → Selection review → Selection result announcement.
(I) Issue Selection Announcement: The selection announcement will be published on the official website of the Wuhai City Wuda District People's Government (http://www.wuda.gov.cn/).
(II) Enterprise Application for Selection Documents: Enterprises with declaration intentions should submit registration materials according to the application requirements. After verification and confirmation by the third-party selection service agency, the selection documents will be sent to the enterprise via email.
(III) Submission of Declaration Materials: Declaring enterprises should prepare declaration materials according to the requirements of the selection documents and submit the declaration materials at the designated location and within the specified time frame according to the submission requirements of the selection documents.
(IV) Selection Review: The selection service agency will conduct a compliance review and detailed evaluation of the declaration materials submitted by the declaring enterprises. The comprehensive score will be calculated based on the sum of the project scores for each item, and the ranking will be made in descending order of the comprehensive scores.
(V) Selection Result Announcement: After the selection review is completed, the list of candidate enterprises will be publicly announced on the official website of the Wuhai City Wuda District People's Government (http://www.wuda.gov.cn/) for a period of 1 day.
IV. Declaration Requirements
(I) The declaring enterprise must be registered in the People's Republic of China, with independent legal personality; have the investment capacity for energy storage projects; not be on the list of entities subject to disciplinary action for dishonesty; not have experienced serious breaches of contract or major safety production accidents in Wuhai City; and have the ability to independently bear civil liability and the investment strength for energy storage power stations.
(II) The implementation entity is allowed to declare projects as an independent entity or in the form of a consortium. If the project implementation entity declares as a consortium, it should clarify the situation of each participating company and its parent company.
(III) In principle, the investment entity should establish an independent project company (with a business scope covering energy storage and power business) at the project location after the selection is completed and have completed the internal investment decision-making process of the parent company.
(IV) The project site selection should comply with the territorial spatial plan, with clear land ownership and no restrictive factors.
(V) The declaring entity must be in a normal operating state, with good financial condition, and not be in a state of being ordered to suspend operations, having property taken over, frozen, or bankrupt.
(VI) The declaring entity (including all members of the consortium, the same below) must not be on the list of serious dishonest entities on "Credit China" (https://www.creditchina.gov.cn); must not be on the list of dishonest judgment debtors on the "China Enforcement Information Disclosure Website" (https://zxgk.court.gov.cn/shixin); must not be on the list of serious illegal and dishonest enterprises on the "National Enterprise Credit Information Publicity System" (https://www.gsxt.gov.cn); and must not be on the record of serious illegal and dishonest acts in government procurement on the "China Government Procurement Website" (http://www.ccgp.gov.cn).
V. Time and Location Arrangements
(I) Time for Enterprise Registration and Application for Selection Documents: From August 8 to August 10, 2026, daily from 9:00 AM to 5:00 PM.
(II) Time for Declaring Enterprises to Submit Declaration Materials: Before 5:00 PM on August 10, 2026.
(III) Location for Submitting Declaration Materials: Declaration materials must be bound into volumes according to the requirements of the "Selection Announcement" and "Selection Documents" (binding format is detailed in the "Selection Documents"). The paper version must be submitted to Room 1412, 14th Floor, Jiuer Building, Ruyi Development Zone, Saihan District, Hohhot, Inner Mongolia before 5:00 PM on August 10, 2026. Late submissions will not be accepted. In the event of inconsistency between the electronic version and the paper version, the paper version shall prevail.
VI. Notes
Requirements for applying for project selection documents: The applicant must scan their ID card, the declaring enterprise's power of attorney (with company seal), and the enterprise's credit information into a single PDF document and send it to the email address NMLENON@163.com. The email subject line should clearly state "XX Company Application for the Selection Document for the Implementation Entity of the Wuhai City Wuda District 2026 Independent New Energy Storage Power Station Demonstration Project + Contact Person and Contact Information." After receiving the email, the selection service agency will send the selection document to the corresponding email address within 24 hours.
