Li Gao, Vice Minister of the Ministry of Ecology and Environment, stated in an interview with CCTV's "Dialogue" program that the Nationally Determined Contributions (NDCs) are often perceived as emission reduction targets. However, the NDC package represents China's high-quality development goals and its green, low-carbon transition objectives.

He emphasized that these targets also serve as industrial development goals, particularly reflected in the ambitious wind and solar power capacity target of over 3.6 billion kW by 2035. This sends a clear signal to enterprises that the industry's prospects are highly promising.

Li Gao explained that the 3.6 billion kW figure takes into account both past achievements and future development needs. While growth rates may slow as the industry scales up, the target remains ambitious yet realistic—neither overly aggressive nor detached from practical feasibility.

"From a total capacity perspective, 3.6 billion kW is still a highly ambitious goal. By 2035, China's wind and solar power capacity will exceed the current global total. At present, China's installed capacity stands at around 1.6–1.7 billion kW, meaning an additional 2 billion kW—at least doubling the current level—will be required," he noted.
