Jiaxing's First OPC Loan Lands in Nanhu District, Backing an AI Short-Drama Startup with Pure Credit Financing

On September 24, the account of Chengyi (Jiaxing) Culture Media Co., Ltd. received an infusion of 300,000 yuan. In the credit market, that figure is hardly remarkable, but what truly stands out is how the company obtained the money 鈥?with no collateral and no guarantor, through a purely credit-based loan. This is the city's first OPC (One Person Company) loan, jointly piloted by Nanhu District and Hecheng Rural Commercial Bank, and it has been directed to this AI short-drama startup.

It is understood that Chengyi (Jiaxing) Culture Media Co., Ltd. is an incubated enterprise residing in the Danchuang Xingqiu OPC community in Nanhu District, deeply engaged in the AI short-drama creation track. The so-called "one person company" is a new entrepreneurial paradigm spawned by the "super individual plus industrial ecosystem" of the AI era: a single person, with one computer and the support of AI tools, can complete the entire process of scriptwriting, storyboard design, image generation, and editing into a finished film. Such entities are asset-light, creativity-driven, and fast-paced in development, and are regarded as an important micro force for activating new quality productive forces.

But the other side of the coin is that they are precisely the group hardest for the traditional credit system to cover. At the startup stage, they have no collateral, no operating history, and no systematic cash flow records. Under traditional credit standards, there is almost no corresponding box for them in the risk control model. For the AI short-drama track, not a single day can be spared when it comes to money 鈥?computing power procurement, content production, and project operations all require real capital to be advanced at every step. With no grain in the account, creativity can only remain in the script.

As a typical OPC entrepreneurial entity, the company has outstanding creative advantages, a clear business model, and promising track prospects, but at the startup stage it lacks traditional collateral. Under traditional credit standards, it is very difficult for such a company to obtain startup working capital, and this has become the most realistic stumbling block on the road to getting this "one person company" off the ground.

Nanhu District's solution is to use a different ruler to measure credit. Nanhu District, together with Hecheng Rural Commercial Bank, stepped outside traditional credit thinking and converted creative potential and industrial ecosystem resources into the basis for credit granting. The bank no longer only asks "what can you pledge as collateral," but begins to ask "how much are your creativity and your position in the ecosystem worth." It is reported that this loan is a pure credit extension with an annualized interest rate of 3%, and the funds are designated throughout for the company's operations, strictly separated from personal consumption. Lending to a "person" and pricing "creativity" is precisely the essential distinction between this business and ordinary personal consumption loans.

The soil in which this loan has grown deserves closer inspection. In May this year, Nanhu New District (Dongzha Subdistrict) of Nanhu District brought in Juke Future (Jiaxing) Culture Media Co., Ltd. as the operating entity and unveiled the Danchuang Xingqiu OPC community, with a planned area of more than 2,200 square meters, focusing on the "AI plus audiovisual" track. The community provides resident teams with free office space and a full set of hardware facilities, as well as one-stop free agency services for business registration, taxation, and legal affairs, allowing entrepreneurs to truly "move in with just their bags."

The data confirms the industrial momentum: in just one month, the number of OPCs settled in the community reached 22, with total revenue exceeding 10 million yuan. When industry runs fast, financial support must keep up. These resident OPC enterprises all face the same hurdle without exception 鈥?asset-light, lacking collateral, and short operating history. The financing difficulty of creative startup entities has long been stuck on "how to price credit." Nanhu District chose to solve this problem on the new AI track.

In recent years, Nanhu District has deeply implemented the "five major articles" of finance, focused on new business forms such as OPC, and guided financial institutions to accelerate innovation in featured products suited to new quality productive forces. The issuance of the first OPC loan is equivalent to setting up a concrete example of "creativity is credit," and it has also drawn a reference path for similar enterprises in the jurisdiction 鈥?creativity can have credit, and asset-light entities can also leverage capital.
