Guizhou Announces New AI Support Plan with Top Incentives of Up to 5 Million Yuan

A new guideline to support the development of artificial intelligence has been released in Guizhou Province. The document outlines comprehensive support measures across four key areas: AI application scenarios, industry cultivation, talent development, and industrial infrastructure.

The initiative offers substantial financial incentives, with individual projects eligible for one-time rewards of up to 5 million yuan. Companies can access these funds through three streamlined channels.

To promote the integration of AI across sectors, the policy provides rewards for enterprises that open AI application scenarios for inclusion on a provincial list. Each approved scenario receives 50,000 yuan, with an annual cap of 200,000 yuan per company. Scenarios recognized as provincial demonstration models can earn a single reward of 500,000 yuan, subject to an annual limit of 1 million yuan per firm.

Subsidies are available for companies purchasing large language model token services from within the province, with a maximum subsidy of 500,000 yuan. Enterprises that develop and deploy industry-specific large models for at least three application scenarios may qualify for support of up to 5 million yuan based on merit.

The guideline also includes incentives for computing power procurement. Subsidies cover 30% of the purchase cost for intelligent computing power, domestically adapted computing power, and AI model services. For general and supercomputing power, the subsidy rate is 5%. The maximum annual incentive for a single entity is 2 million yuan.

For industry cultivation, generative AI models that complete national internet information filing will receive a 500,000 yuan reward per model. Deep synthesis algorithms are eligible for a 200,000 yuan reward each. Ecosystem projects for intelligent agents and AI innovation startups can receive support of up to 2 million yuan and 500,000 yuan, respectively.

Projects that develop high-quality multimodal datasets in sectors like mining, specialty agriculture, industry, and minority languages can earn rewards of up to 5 million yuan for outstanding results.

The talent support policy covers training, recruitment, industry-education integration, and job retention. AI companies collaborating with educational institutions to train talent through programs like "order-based classes" or on-campus factories can receive subsidies ranging from 50,000 to 150,000 yuan, depending on the class size.

Support for industrial infrastructure is also enhanced. Public AI service platforms and industrial chain enabling platforms can receive merit-based rewards of up to 5 million yuan. Operators of provincial digital intelligence industrial parks are eligible for tiered rewards of 2 million or 5 million yuan.

Companies achieving a Level 3 or higher capability rating for the first time under standards like the Data Management Capability Maturity Model (DCMM) or the Data Security Capability Maturity Model (DSMM) can receive rewards of 200,000 to 500,000 yuan. Additional subsidies are available for subsequent upgrades in rating level.
