Vietnam's Xuan Thien Group and Austria's Primetals Technologies signed an investment cooperation agreement on December 15, 2025, in Ninh Binh. This partnership marks a significant step in Vietnam's ambition to become a regional hub for high-quality steel production.
Under the agreement, Primetals Technologies will provide technical solutions, engineering design, and core equipment for two major steel production lines. The first is a 2 million-ton-per-year wide and heavy steel plate production line, capable of manufacturing plates up to 5 meters wide and 35 cm thick. The second is a 3 million-ton-per-year hot-rolled coil (HRC) continuous casting and rolling line, utilizing advanced Arvedi ESP technology to produce ultra-thin steel sheets as thin as 0.7mm and 1.75m wide.
With a combined annual capacity of 5 million tons, Xuan Thien aims to produce its first batch of steel within 24 months. These high-specification products will enable Vietnam to domestically source steel for industries requiring high durability, weather resistance, and large material dimensions—such as offshore wind turbine towers and shipbuilding—reducing reliance on imports.
Additionally, the group will establish a 2 million-ton-per-year rebar and wire rod production line, specializing in high-strength, alloy, and seismic-resistant steel for infrastructure projects like bridges and high-rise buildings.
Nguyen Huy Hoang, General Director of Xuan Thien Nam Dinh JSC, emphasized that this investment aligns with the group’s strategy to develop downstream projects, including shipyards and wind power plants, which require substantial steel supply.
The Xuan Thien Green Steel Complex, with a total investment of 98 trillion VND, will have an annual capacity of 9.5 million tons, comprising two projects: - **Xuan Thien Nam Dinh 1 Green Steel Plant**: 7.5 million tons/year (steel plates, HRC). - **Xuan Thien Nghia Hung Green Steel Plant**: 2 million tons/year (rebars/wire rods).
Construction began on June 23, with the first products expected by 2027.
