Inner Mongolia Project Secures 105 Million Yuan Investment for 30,000 Tonne Ethyl Chloride and Battery Additive Expansion

An investment totaling 105 million yuan has been allocated for a capacity upgrade and technological transformation project.

The project, named the Ethyl Chloride Production Capacity Upgrade and Intelligent Technological Transformation, is being developed by Inner Mongolia Bairun Technology Co., Ltd.

The construction site is located within the Putao Dun Industrial Park in the Tengger Economic and Technological Development Zone, Alxa League, Inner Mongolia Autonomous Region.

The core construction involves the intelligent upgrade and capacity expansion of an existing 10,000 tonne-per-year ethyl chloride production line. Upon completion, the total capacity will reach 30,000 tonnes per year, which includes 10,000 tonnes of ethyl sulfide.

Supporting upgrades will be made to wastewater treatment facilities and environmental management systems. The storage method for liquid chlorine will be changed from cylinders to storage tanks.

Additionally, new Class C warehouses and office buildings will be constructed. The total investment of 105 million yuan will be funded through 55 million yuan in自有资金 and 50 million yuan in bank loans.

The construction period is scheduled from August 2026 to August 2027.

The company's current operations include a Phase I 10,000 tonne-per-year ethyl chloride line that commenced production in June 2021. Following a deep process revamp in 2025, product purity was enhanced from 98.5% to over 99%.

Production lines for lithium-ion battery additives, with capacities of 10,000 tonnes per year for vinylene carbonate (VC) and 3,000 tonnes per year for fluoroethylene carbonate (FEC), have already been completed and are operational, with production scheduled flexibly based on customer orders.

A 10,000 tonne-per-year sulphur refining line was also completed and began operations in 2025.

Upon the expansion's completion, the plant's total capacity will comprise 30,000 tonnes per year of ethyl chloride, accompanied by by-products including 10,000 tonnes of sulphur, 40,000 tonnes of hydrochloric acid, and 16,000 tonnes of sodium hydrosulfide annually.

Ethyl chloride (O,O-diethyl thiophosphoryl chloride) is a critical synthetic intermediate for mainstream insecticide pesticides.

The additives vinylene carbonate (VC) and fluoroethylene carbonate (FEC) are used as film-forming additives in lithium-ion battery electrolytes.
