Neusoft Corporation President Gai Longjia: Digital Economy Development Requires Scenarios for Prospects

At the "2025 China Enterprise Competitiveness Annual Conference" held from December 9 to 10 in Beijing, Gai Longjia, President of Neusoft Corporation, outlined three stages of China's digital economy development in his speech: 1.0 Stage: Focused on building infrastructure such as computing power, transmission, and storage. 2.0 Stage: Explored data transactions and resource utilization. 3.0 Stage: Entered a new phase of data assetization, market-oriented allocation, and large-scale application.

Discussing the core characteristics of the intelligent era, Gai highlighted three key points: continuous evolution of technological architecture, gradual formation of intelligent economic models, and profound transformation in social interaction methods. Data, he emphasized, is the fundamental foundation—both the fuel for AI and the cornerstone of the intelligent economy.

Gai noted that data has surpassed traditional production factors like land, labor, and capital to become the core driver of development. The interconnectivity of comprehensive, cross-domain data is realizing value expression through software in various scenarios.

He stressed that digital economy development must be scenario-driven to achieve prospects. The transformation of dormant data into liquid assets hinges on scenario application, ecosystem collaboration, and technological support. AI must act as a "translator" to convert data into knowledge, while trusted data spaces ensure compliant flows. An open ecosystem involving governments, enterprises, research institutions, and individuals is essential for collective value creation.
