Two Regions in Nanchang Lead the Province in First Batch of Digital Transformation Pilot Assessments

A recent announcement from the Municipal Industry and Information Technology Bureau revealed the results of the first batch of provincial-level pilot assessments for industrial cluster and small-to-medium enterprise (SME) digital transformation. Nanchang County and Nanchang Economic Development Zone were rated as "Excellent," achieving the first and second highest scores in the province, respectively. They were the only two pilot regions in Jiangxi Province to receive this top rating, highlighting the city's exemplary role in leading digital transformation efforts.

In recent years, Nanchang County has focused on its leading industries and advantageous industrial clusters, vigorously implementing a "smart transformation and digital upgrade" initiative for the manufacturing sector. This has formed a comprehensive support system covering top-level design, funding guarantees, implementation pathways, and management standards. The county established a special fund of 70 million yuan, introducing innovative subsidy methods to provide proportional financial support for eligible projects based on their investment and input. A "1+2+3" service model was built, consisting of one digital clinic, two digital transformation promotion centers, and three major financial institutions, effectively alleviating the various challenges enterprises face during their digital transition.

During the pilot transformation process, to address the varied difficulties encountered by different enterprises, Nanchang County implemented a strategy of "one policy per enterprise, advancing by category." For traditional small and medium-sized manufacturing firms, the focus was placed on core areas like production management and inventory control, promoting the implementation of agile, low-cost products such as "Light Digital Connect," "E-Chain Cloud," and "Easy Assist Cloud" to achieve cost reduction and efficiency gains. For medium-to-large enterprises, the recommendation was to build a full-process traceability system to enhance quality control and delivery capabilities. For leading enterprises, the guidance was to develop according to standards for advanced, excellent, and pioneering levels. As of now, all 81 pilot enterprises in Nanchang County have completed their digital upgrades, with 72 reaching Level L6 or above, and all 9 enterprises in key industry chain links reaching Level L7 or above, exceeding the set targets. Using these 81 upgraded enterprises as models, replicable transformation pathways have been developed, driving the "smart transformation and digital upgrade" initiative across other companies in the county. To date, Nanchang County has completed digital upgrades for 367 enterprises, with 121 reaching Level L6 or above—a number ranking among the highest in the province—achieving both quantitative and qualitative improvements in transformation projects.

During its pilot phase, Nanchang Economic Development Zone focused its efforts on the equipment manufacturing industrial cluster, achieving significant results in digital upgrades, service system development, and creating benchmark examples. The zone emphasized the role of government planning guidance and policy incentives, while enterprises took the lead and service providers offered technical support, forming a collaborative and interactive working framework involving all three parties. Leading enterprises set benchmarks, medium-sized enterprises learned from these examples, and small enterprises adopted agile improvement steps, creating a tiered progression from breakthroughs at specific points to widespread adoption across the zone. Through in-depth diagnostics to identify pain points, tailored strategies were formulated for each enterprise, ensuring that transformation plans were practical, implementable, and effective. A public service platform was established to attract and cultivate a network of service providers, improve network infrastructure, and build a comprehensive service ecosystem, offering one-stop support for enterprise transformation. In 2024 and 2025, the average labor productivity of enterprises above the designated size in Nanchang Economic Development Zone saw double-digit year-on-year growth, while the energy consumption per unit of industrial added value for these enterprises significantly decreased year-on-year, achieving a win-win situation of improved quality, efficiency, energy conservation, and carbon reduction. The zone advanced 74 manufacturing enterprises to a digital level of L6 or above, with 8 reaching L8. Notably, Nanchang Haili was recognized as a "National Excellent-Level Intelligent Factory" and a "Provincial Digital Pioneer Enterprise," while 27 enterprises were included on the provincial "Digital Smart Factory" and "Small Lighthouse" lists.

It is understood that the second and third batches of provincial-level pilot programs for industrial cluster and SME digital transformation are currently progressing simultaneously. As second-batch pilot regions, Nanchang High-tech Zone and Anyi High-tech Park have both completed over 70% of their tasks, showing good progress. As third-batch pilot regions, Xinjian Economic Development Zone and Qingshanhu High-tech Park have completed over 50% of their tasks. Currently, out of the city's 7 provincial-level and above industrial parks, 6 have been successfully selected as pilot zones for provincial-level industrial cluster and SME digital transformation, achieving a coverage rate of 85.7%. This has created a favorable structure of "phased implementation and tiered progression."
