Xicheng District in Beijing is intensifying its efforts to foster technological innovation and data industry growth, backed by a series of supportive policies.
On July 23, the Dajixiang Data Technology and Innovation Center, located in the Caishikou area of Xicheng District, commenced operations with the goal of establishing an "人工智能+" digital intelligence innovation base.
The inauguration was marked by the "Dajixiang Data Technology and Innovation Center Integration and Development Promotion Conference," jointly organized by Higher Education Press and the Taoranting Sub-district Office.
Ye Bo, a standing committee member of the Party Committee and deputy director of Higher Education Press, outlined the center's focus. It will target sectors including education, scientific research, and culture, aiming to build a hub for "人工智能+" digital intelligence innovation, become a highland for large model development and intelligent application R&D, create a collaborative ecosystem integrating government, industry, finance, academia, research, and application, and establish an integrated incubation platform.
The center features semi-open workspaces, dedicated offices, roadshow halls, seminar rooms, and shared meeting facilities. It is designed to attract technology companies and startups in fields such as education technology, data and 人工智能, universities and research institutions, fintech, and healthcare.
In recent years, Xicheng District has introduced multiple policies to bolster scientific and technological innovation. During the event, officials from the Xicheng District Development and Reform Commission, the Administrative Committee of Zhongguancun Science Park Xicheng Park, and the Big Data Center of the Xicheng District Data Bureau detailed support measures in areas like technological innovation and data resource development.
The "Several Measures of Beijing's Xicheng District to Promote Scientific and Technological Innovation and the High-Quality Development of Zhongguancun Science Park Xicheng Park" stipulate support for leading enterprises or institutions to form innovation consortia and build common technology platforms with core research bodies, universities, and industry chain partners. The lead unit recognized by municipal or higher authorities can receive project funding support of up to 25 million yuan.
It also supports the construction of corporate R&D headquarters, reinforcing the role of enterprises as the main drivers of innovation, with rewards of up to 5 million yuan. For information transmission, software, IT services, and scientific research enterprises with annual R&D expenses exceeding 10 million yuan, tiered support is provided based on the growth rate and increment of new R&D expenses, with annual support capped at 1 million yuan.
The "Several Measures of Beijing's Xicheng District to Promote the High-Quality Development of Professional Services" offer targeted support for the sector's advancement towards high-end, digital, branded, and international development. Support areas include promoting digital transformation, enhancing project service capabilities, expanding international business, providing data element services, and talent development, with single-item support reaching up to 1 million yuan.
The "Several Measures of Beijing's Xicheng District to Promote the High-Quality Development of the Data Industry" specify rewards for units that pass national-level filings for services like generative 人工智能, internet information service algorithms, and deep synthesis service algorithms, and subsequently develop and promote application scenarios. Rewards are up to 1 million yuan per filing, with a maximum of 5 million yuan per unit.
