Recently, China Unicom has introduced the "Management Measures for Employee Innovation Studio Alliances" (hereinafter referred to as the “Measures”), which aims to regulate the construction and operation of various employee innovation studio alliances, covering aspects such as the primary responsibilities of the alliance, application procedures, and funding management. This initiative targets maximizing the demonstration and leadership roles of model workers and skilled talents, addressing key difficulties and challenges in enterprise development, market demands, and cutting-edge industry fields. The goal is to promote collaborative innovation and deepen the reform of the industrial workforce.
The Measures specify that alliances will adopt a classification-based construction and management model, creating three ecological types of alliances: professional, cross-enterprise, and cross-regional. A three-tier responsibility system will be established, consisting of top-level coordination by the group union, collaborative advancement by grassroots unions, and autonomous management by the alliances themselves. By setting up a council system, sharing and communication mechanisms, and ensuring specialized funding support, the initiative aims to provide institutional support for collaborative innovation and establish an employee innovation ecosystem both inside and outside the industry, thus injecting new momentum into the creation of a high-quality workforce.
Currently, China Unicom has established over 800 employee innovation studios and two cross-regional employee innovation studio alliances. Among them, the Beijing-Tianjin-Hebei employee innovation studio alliance integrates resources from the three regions and focuses on innovative integration in the fields of cloud and intelligent solutions, while the Yangtze River Delta employee innovation studio alliance targets joint efforts in cutting-edge fields such as industrial internet and artificial intelligence.
