During the "14th Five-Year Plan" period, Jilin Province has deeply advanced the "Hydrogen-Powered Jilin" initiative, focusing on the "Green Hydrogen+" strategy, leading to a leapfrog development in the hydrogen energy industry with multiple indicators ranking among the top in the country.
Zhao Yanfeng, Director of the Jilin Provincial Energy Administration, highlighted the leading achievements. First, there is strong policy support covering the entire industrial chain. The province has issued seven new energy industry policies covering all aspects of the hydrogen energy field, innovating the "green electricity + consumption" model to provide comprehensive support for industrial development. Jilin has become one of the provinces with the most comprehensive hydrogen energy policies and the strongest support in China.
Second, key projects are leading the way with leading national production capacity. Three major green hydrogen projects in Da'an, Taonan, and Songyuan have commenced production, successfully yielding the nation's first batch of green ammonia and green methanol. Currently, Jilin's green hydrogen production capacity and total green ammonia and methanol production capacity lead the country.
Third, national pilot projects have been implemented, demonstrating significant exemplary effects. The "Changchun-Songyuan-Baicheng" corridor was selected as one of the first national hydrogen energy regional pilot projects, the only one in Northeast China. Three key hydrogen-based green energy projects were simultaneously selected as national pilot projects, indicating full recognition of the province's development achievements at the national level.
Fourth, the entire industrial chain is rapidly taking shape, with industrial clusters accelerating their rise. Chemical industrial parks focusing on green hydrogen are being expedited, with upstream and downstream enterprises gathering rapidly. Green hydrogen is being demonstrated and applied in sectors like railway and road transportation. Breakthroughs have been achieved in key technologies such as fuel cells and solid-state hydrogen storage, making the industrial chain increasingly complete.
During the "15th Five-Year Plan" period, Jilin Province will closely align with national hydrogen energy industry development directions. Leveraging advantages in resources, industrial foundation, and policy mechanisms, the province will actively build a development pattern characterized by "one core leading, two belts supporting, and multiple poles联动" (The Changchun Hydrogen Energy Innovation Core Zone will focus on R&D, equipment manufacturing, and inspection/testing to promote green hydrogen technology development and commercialization; the Western Wind-Solar-Hydrogen Production Industrial Belt will build large-scale green hydrogen production bases; the Central Industrial Scale Application Belt will carry out green hydrogen substitution across multiple fields; the west will build a green liquid fuel supply zone, the central region a clean energy supply zone, and the east a comprehensive hydrogen-enabled carbon neutrality application zone). The focus will be on breakthroughs across the entire hydrogen energy chain of "production, storage, transportation, and utilization," aiming to build a national green liquid fuel pioneer demonstration zone.
Key tasks will include: First, expanding green hydrogen production scale. The province will improve the policy support system, guide enterprises to utilize green electricity direct connection policies, promote the effective implementation of a batch of 100-billion-yuan-level hydrogen-based green energy projects, reduce the end-use cost of green hydrogen, ammonia, and methanol through scaled production, and build a green liquid fuel production and supply center radiating domestically and internationally. By 2030, the goal is to strive for an annual green hydrogen production capacity of 800,000 tons, with an outlook of 1 million tons.
Second, improving the hydrogen storage and transportation network. The province will promote the application of diversified hydrogen storage paths including gaseous, liquid, and solid-state, and rationally plan the construction of hydrogen energy infrastructure such as hydrogen pipelines and hydrogen refueling stations. During the "15th Five-Year Plan" period, construction will begin on an external transmission channel for hydrogen-based energy products serving the three northeastern provinces and one region, building a multi-modal, widely覆盖 green hydrogen product storage, transportation, and refueling network.
Third, expanding hydrogen energy application demonstrations. Efforts will be increased to promote local consumption and application of green hydrogen products, accelerate the promotion and application of hydrogen-powered heavy-duty trucks and hydrogen rail trains,推广 green hydrogen substitution in high-energy-consumption industries such as metallurgy and petrochemical refining, and explore innovative applications of green hydrogen in combined heat and power, energy storage for peak shaving, and the low-altitude economy, creating diverse innovative application scenarios for green hydrogen.
