Financial Regulator Hosts Forum on Key Proposals Ahead of 2026 Legislative Sessions

The National Financial Regulatory Administration recently convened a symposium focusing on key proposals and suggestions for the upcoming 2026 sessions of the national legislative bodies.

Attending the meeting was Comrade Cong Lin, a member of the NFRA's Party Committee and Deputy Administrator, who engaged in direct discussions with representatives and committee members. The forum aimed to earnestly gather their opinions and suggestions on advancing the high-quality development of inclusive finance, and to study ways to further improve China's inclusive financial system and enhance financial services for micro and small enterprises, agriculture, rural areas, farmers, and private enterprises.

Officials from relevant departments of the National People's Congress Representative Affairs Committee and the National Committee of the Chinese People's Political Consultative Conference Proposal Committee were present to provide guidance. Representatives from coordinating units responsible for handling the proposals, including the National Development and Reform Commission, the Ministry of Finance, the Ministry of Agriculture and Rural Affairs, the People's Bank of China, the China Securities Regulatory Commission, and the Supreme People's Court, also participated in the meeting.

During the symposium, the representatives and committee members, drawing from their practical work and research, conducted in-depth analyses of the current challenges and difficulties facing the development of inclusive finance. They put forward targeted opinions and suggestions.

The proposals included comprehensively strengthening financial supervision and improving the organizational structure of the inclusive finance system while diversifying the supply of inclusive financial products. They also suggested establishing inter-departmental coordination mechanisms to ensure the effective implementation of inclusive finance policies.

Further recommendations involved enhancing top-level design and systematic planning for inclusive finance, innovating its development models, and fostering a healthy ecosystem for it. Improving the quality and efficiency of financial services for private enterprises, ensuring their equal access to financing, and guiding financial institutions to optimize their credit assessment methods were also highlighted.

The units responsible for handling these proposals reported on their achievements in promoting the high-quality development of inclusive finance according to their respective duties and provided updates on the progress of related work.

Moving forward, the NFRA will comprehensively review the opinions and suggestions from the representatives and committee members. It will collaborate with relevant departments to carefully study and incorporate these inputs, aiming to leverage the proposals' role in driving the high-quality advancement of inclusive finance.

Concurrently, the administration plans to further refine policy measures, strengthen inter-departmental coordination, and consolidate efforts to continuously enhance the quality and effectiveness of financial services. This is to better meet the diverse financing needs of micro and small businesses, the agricultural sector, rural areas, farmers, and private enterprises.
