Fangcao Street Subdistrict in Chengdu High-Tech Zone: Supervision Reaches Into Kitchens to Safeguard Food Safety

Deep News10-22

During the lunchtime rush on October 21, delivery rider Xiao Wang moved skillfully among the shops in the Dashiijie business district of Fangcao Street, Chengdu High-Tech Zone. "The worst thing about delivering food is walking into a dirty, messy kitchen," he said. "Now we know exactly which shops are clean, and if we see something improper, we can report it with a quick photo."

The change he described comes from the "one shop, one code" system and the "Internet plus AI transparent kitchen" smart supervision program, including a mini-program for reporting issues through snapshots, that have been introduced in the business district.

The Dashiijie business district is a long-established hub for online food delivery, with nearly 100 small and micro catering businesses operating in a concentrated area. Limited by the hardware conditions of the old venue, food safety governance has been difficult. Since the beginning of this year, the discipline inspection and supervision working committee of the Fangcao Street Subdistrict in Chengdu High-Tech Zone has focused on online catering food safety, working with relevant departments to carry out special governance and effectively solve the renovation difficulties of small and micro businesses.

Governance began with a thorough survey. Market supervision departments carried out a grid-style inspection of the business district and identified common problems such as accumulated grease in kitchens and poorly organized functional zones. At first, many businesses were concerned about increased costs and disruption to operations. In response, the subdistrict joined with relevant departments and community workers to provide customized, one-on-one guidance, coordinating with property management to offer free renovation advice and a rent-free transition period to reduce the burden on businesses.

At the same time, the subdistrict clarified responsibilities by pressing businesses, departments, platforms, and property management to fulfill their roles, issued four lists to define duties, signed a coordinated supervision agreement with food delivery platforms, and encouraged residents to participate in oversight through the snapshot reporting function, building a collaborative governance framework.

After coordinated rectification across the entire chain, 63 of the district's original 84 online catering businesses are now operating in compliance and stably, while all 22 delivery-only shops have completed standardized renovations. Kitchens now have clear zones, refrigeration, disinfection, and pest control facilities are properly in place, delivery pickup areas are independently separated, and food safety seals are fully covered. The old business district has become orderly and well regulated.

A responsible person from the Fangcao Street Subdistrict in Chengdu High-Tech Zone said the experience will gradually be extended to farmers' markets, small workshops, and similar areas, with the aim of balancing governance intensity with care for people's livelihoods.
