Private enterprises in Lanzhou can now receive rewards of up to 1 million yuan for hiring college graduates, as the city introduces concrete measures to stabilize employment and attract talent. The application process for Lanzhou's 2026 incentive program encouraging private enterprises to employ recent graduates has officially begun. Eligible private companies may obtain a one-time reward of up to 1 million yuan, continuing the flow of policy benefits.
According to the "Detailed Implementation Rules for Rewarding Private Enterprises in Lanzhou for Hiring College Graduates," non-public enterprises registered at the municipal level, in counties, functional zones, or the Lanzhou New Area are eligible to apply if they hired at least 30 new college graduates in 2025 and meet the following criteria: first, the enterprise must sign labor contracts of at least one year with the graduates and continuously pay pension, unemployment, and work-related injury insurance premiums for at least six months; second, the graduates must remain employed and insured by the enterprise at the time of application; third, the actual employer must match the insured entity.
Rewards are distributed on a tiered basis: enterprises hiring more than 30 graduates receive a one-time reward of 300,000 yuan; those hiring more than 50 receive 500,000 yuan; and those hiring more than 100 receive 1 million yuan.
Applicants must submit several documents, including the "Lanzhou Private Enterprise Graduate Employment Incentive Application Form" (in triplicate), a copy of the business license, a roster of hired graduates, copies of academic certificates, and key pages of labor contracts (with official seals). Applications are accepted in March and September each year by the human resources and social security departments of the county or district where the enterprise operates. Companies in the High-tech Zone should submit applications to the Chengguan District Human Resources and Social Security Bureau.
