Shangzhi City has comprehensively implemented the directives from provincial and Harbin municipal agricultural and rural work conferences since the beginning of the year. Focusing on a "six early" approach, the city has made every effort to prepare for the spring ploughing and sowing season, laying a solid foundation for the year's agricultural production.
The planting structure was "optimized early." Treating spring farming preparation as a top priority, the city planned ahead and issued implementation plans for adjusting the planting industry structure and for developing grain and soybean-oil crop production. The city has detailed and decomposed grain production targets. The total planned crop sowing area is 3.4062 million mu, including 3.2673 million mu for grain crops and 138,900 mu for cash crops. The grain crop area comprises rice (884,600 mu), corn (1.6671 million mu), soybeans (562,600 mu), miscellaneous grains and beans (151,500 mu), and potatoes (1,500 mu). To date, the sowing of dry fields and the transplanting of rice seedlings have been fully completed.
Yield increase measures were "implemented early." Adhering to the dual strategy of "stabilizing acreage and increasing yield per unit," the city promotes the integration of "five good practices." Through early deployment, organized training, and regular scheduling, yield-boosting measures have been promptly implemented by relevant entities and across specific plots. The city has allocated 53,000 mu for large-ridge dense planting, including 36,000 mu for corn and 17,000 mu for soybeans. A layout plan for high-quality and efficient varieties of the three major crops has been issued. For rice, promoted varieties include Suijing 18, Qijing 10, Longqingdao 32, Longjing 31, Suijing 27, and Longjing 47. For corn, promoted varieties include Dongnong 264, C2235, Fenghuo 13, Demeiya No. 3, Yinongyu 12, and Dongnong 257. For soybeans, promoted high-oil and high-protein varieties include Henong 85, Heinong 87, Suinong 88, Dongsheng 79, Jiadou 6, Henong 77, and Heinong 531. These efforts aim to comprehensively improve the adoption rate of improved seeds, deeply tap grain production potential, and ensure the completion of annual grain production targets.
Production supplies were "distributed early." The spring ploughing season required 10,100 tons of seeds, 92,100 tons of fertilizer, and 753.5 tons of pesticides. All these supplies were distributed and in place by early April. The required funds for spring preparation, totaling 10.4 billion yuan, were fully raised by early April. This includes 980 million yuan from farmers' own funds and 60 million yuan in loans.
Technology services were "launched early." Technical guidance documents were issued. Through platforms like WeChat groups, Tencent meetings, briefing distribution, and specialized training sessions, technical instruction has been organized on topics such as large-ridge dense planting, green pest control, and high-yield, high-efficiency techniques. Over 5,000 farmers have been trained, receiving guidance on adjusting planting structures and preparing for spring farming. All 17,800 sets of agricultural machinery requiring maintenance in the city were serviced by early April.
Market supervision was "initiated early." The Agriculture and Rural Affairs Bureau and the Market Supervision and Administration Bureau have worked in close coordination. Focusing on key areas and markets, they have dispatched law enforcement personnel 94 times to conduct comprehensive inspections of various agricultural supply stores across the city. Enforcement efforts have been intensified to ensure the quality of agricultural supplies, safeguarding the spring preparation process.
Spring farming production was "mobilized early." Early mobilization encouraged seedling bases, cooperatives, and large-scale grain growers to clear snow and set up greenhouses. This initiative gained the initiative for early seedling cultivation, early transplanting, and accumulating growing degree days. Rice seedling sowing commenced on March 31, field flooding started on April 24, and transplanting began on May 9, all of which are now complete. Corn sowing started on April 27 and was fully completed by May 10. Soybean sowing started on May 6 and was fully completed by May 21.
