◐ National Development and Reform Commission (NDRC) and National Energy Administration (NEA) released the "Management Measures for Inter-Provincial and Inter-Regional Power Emergency Dispatch." On October 13, the jointly issued measures state that when safety risks exist in power operations or there are gaps in power supply and demand balance, priority should be given to resource allocation and price formation through market-based means such as inter-provincial and inter-regional power medium- and long-term trading and spot trading. When market-based measures cannot fully resolve issues, power dispatch institutions will organize and implement emergency dispatch in day-ahead and intraday stages. Emergency dispatch should be orderly connected with market-based trading, and in principle, factors such as quotations, quantities, and trading paths in inter-provincial and inter-regional power spot markets should serve as reference bases. Emergency dispatch power volume should not exceed the scale declared but not transacted by the receiving party in power spot markets or inter-provincial incremental trading.

◐ NEA announces power quality typical case list. On September 13, the NEA published a notice regarding the typical case list for power quality management. According to regulations, the power quality management typical case list is now being announced for public review. During the announcement period, any objections to the proposed cases should be reported to the NEA Power Reliability Management and Engineering Quality Supervision Center.

◐ General Administration of Customs: In Q3, crude oil and metal ore imports increased by 4.9% and 10.1% year-over-year respectively. On October 13, Wang Jun, Deputy Director of the General Administration of Customs, stated that with effective release of domestic demand potential, Q2 imports grew 0.3% year-over-year, with Q3 growth further accelerating to 4.7%. In Q3, crude oil and metal ore import volumes increased by 4.9% and 10.1% year-over-year respectively; import values of measuring and testing instruments, computers and communication equipment grew by 9.3% and 8.9% respectively.

◐ China's "Kuafu" achieves new breakthrough, successfully creating fusion reactor "shield." According to reports on October 13, the Comprehensive Research Facility of Fusion Reactor Host Key Systems "Kuafu" (CRAFT) achieved important progress - the divertor prototype component successfully passed expert group testing and acceptance. Test results show the component's steady-state thermal load capacity reached 20 MW/m², with plasma-facing surface alignment error less than 1mm, marking successful development of China's independently designed divertor prototype component with the largest international scale and highest thermal load.

◐ Domestic gasoline and diesel prices reduced by 70 yuan and 75 yuan per ton respectively. According to the NDRC website on October 13, given recent fluctuations in international oil market prices, based on comparison between the 10-working-day average price on October 13 and the 10-working-day average price before the previous adjustment, under the current refined oil pricing mechanism, starting from 24:00 on October 13, domestic gasoline and diesel prices will be reduced by 75 yuan and 70 yuan per ton respectively.

◐ "14th Five-Year Plan" major project Yebatan Hydropower Station begins impoundment. According to reports on October 13, the national "14th Five-Year Plan" major project Huadian Jinshang Yebatan Hydropower Station successfully began impoundment, marking that China's highest-altitude concrete double-curvature arch dam power station under construction has officially entered the sprint phase for the first batch of units to begin power generation. The station is located at an average altitude of 3,000 meters, with total installed capacity of 2.24 million kW and total reservoir capacity of 1.08 billion cubic meters. The 217-meter-high dam under construction is China's highest-altitude concrete double-curvature arch dam under construction.

According to Beijing Municipal Market Supervision and Administration Bureau on October 13, to help Beijing build an international green economy benchmark city, the bureau recently released 6 green and low-carbon local standards covering key areas including carbon emissions, energy consumption limits, resource recycling, and energy measurement system construction.

According to reports on October 13, from January to September this year, State Grid completed fixed asset investment exceeding 420 billion yuan, up 8.1% year-over-year. ◐ Crimean oil facility attacked and caught fire overnight.
