The Ministry of Culture and Tourism has recently issued the '15th Five-Year Plan' for Building a Leading Tourism Nation, with the consent of the State Council.

The plan outlines objectives to be achieved by 2030, including significant progress in high-quality tourism development, a more complete modern tourism system, and substantial advancements in establishing China as a leading tourism nation.

The tourism industry's role as a pillar of the economy is set to be further solidified, with its functions of stimulating domestic demand, promoting employment, and invigorating the market being more fully realized. The value added of the tourism sector and related industries is expected to steadily increase its share of the GDP.

Significant enhancements are anticipated in the public's sense of fulfillment and happiness derived from tourism. The public service system for tourism will be continuously improved, leading to sustained growth in public satisfaction. Domestic tourism trips are projected to reach 8.3 billion, with total domestic tourism expenditure hitting 7.7 trillion yuan, further highlighting the inclusive nature of tourism.

The international influence of tourism is set to rise markedly, with the scale and benefits of inbound tourism expanding. Inbound tourist arrivals are targeted to reach 190 million, with total spending exceeding 150 billion US dollars.

The role of tourism in showcasing China's image and promoting cultural exchange and mutual learning will become more prominent, with enhanced capacity and influence in participating in the formulation of international rules.

The plan specifies key tasks, which include optimizing the spatial layout of tourism, cultivating new growth drivers for the industry, enriching high-quality tourism offerings, unleashing tourism consumption potential, improving tourism public services, strengthening tourism exchanges and cooperation with foreign countries as well as Hong Kong, Macao, and Taiwan, advancing high-efficiency tourism governance, and establishing a robust support system.
